The successful bidder must execute the contract and provide required bonds and insurance within fifteen days of receiving the Notice of Award, with contract completion divided into substantial and final completion phases to be determined upon issuance of the Notice to Proceed.

The bid bond amount must equal five percent of the total bid amount. The contractor must perform a minimum of fifty percent of the work with its own organization and must obtain all necessary permits and licenses. Required insurance includes general liability coverage with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, workers' compensation insurance as required by Florida law, and construction and performance bonds equal to the contract price. The City will provide preference to businesses with certified drug-free workplace programs when bids are equal in price, quality, and service. Monthly progress payments will be made subject to a five percent retainage until final completion, governed by Florida's Local Government Prompt Payment Act. Liquidated damages will apply for failure to achieve the substantial completion date. No disadvantaged enterprise set-asides, incumbent vendor information, or specific funding amounts are specified in the solicitation documents. Contract award is contingent upon City Council approval and appropriation of necessary funds.
