About this file
This is an Insurance Requirements document for the County of Volusia, Florida, associated with Invitation for Bid 26-B-61JJ for window cleaning services at the Daytona Beach Ocean Center. The procurement requires contractors to provide comprehensive window cleaning services at the facility located at 101 N. Atlantic Ave., Daytona Beach, FL 32118, with services available Monday through Friday from 8:00 a.m. to 6:00 p.m., plus weekend and after-hours availability at quoted rates. Contractors must submit hourly pricing for four service categories based on window height (15 feet and below versus above 15 feet) and time of service (normal business hours versus evenings and weekends), with all costs including labor, materials, equipment rental, fuel, travel, and operation of pure water systems utilizing Reverse Osmosis and Deionization technology. A non-mandatory pre-solicitation conference was held on March 26, 2026, at 11:00 a.m. on-site, with the question deadline of April 2, 2026, at 11:59 p.m. and responses due April 16, 2026, by 3:00 p.m. through the County's eProcurement Portal. The contract will be awarded to the lowest responsive and responsible bidder based on total cost, past performance (three references from similar projects within the last three years), and contractor qualifications, with an initial three-year term and two optional one-year renewals subject to mutual written agreement and County Council approval.
Contractors must maintain Workers Compensation coverage with Florida Statutory limits, Commercial General Liability insurance with $1,000,000 per occurrence and $2,000,000 general aggregate limits, and Auto Liability insurance with a combined single limit of $1,000,000. All insurance policies must include the County of Volusia as an additional insured with a waiver of subrogation in favor of the County, and primary and non-contributory coverage relative to any County insurance or self-insurance. Commercial General Liability coverage must include contractual liability and premises-operations on an occurrence basis, while Auto Liability coverage must extend to the contractor, its subcontractors, and independent contractors. Insurance cancellation requires thirty days' written notice to the Certificate Holder at the County of Volusia Purchasing & Contracts Division, 123 W. Indiana Avenue, Room 302, DeLand, FL 32720, Attn: Risk Management Division. The incumbent contractor, A-1 Orange Exterior Building Service, submitted the lowest bid of $70,786.00 across three facilities in the July 2021 solicitation, with Ocean Center-specific pricing of $8,307.00. A local preference of three percent applies to respondents with documented permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to the solicitation closing date, and the County allows twenty business days for payment remittance on undisputed invoices.
