About this file
This insurance requirements document pertains to the County of Volusia, Florida's Invitation for Bid 26-B-61JJ for window cleaning services at the Daytona Beach Ocean Center. The procurement requires comprehensive window cleaning services Monday through Friday from 8:00 a.m. to 6:00 p.m., with availability for weekend and after-hours work. Contractors must submit pricing for four hourly service rate categories based on window height (15 feet and below versus above 15 feet) and time of service (normal business hours versus evenings and weekends). All pricing must include labor, materials, equipment rental costs, fuel, travel, and pure water system operation utilizing Reverse Osmosis and Deionization systems. A non-mandatory pre-solicitation conference was held on March 26, 2026, at 11:00 a.m. on-site, with questions due April 2, 2026, at 11:59 p.m. and bids due April 16, 2026, by 3:00 p.m. The successful contractor will be awarded an initial three-year term with two optional one-year renewals, contingent upon mutual written agreement and County Council approval.
The contract includes a three percent local preference for respondents with documented permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to the solicitation closing date. The incumbent contractor is A-1 Orange Exterior Building Service, which submitted the lowest bid of $70,786.00 across three facilities in the July 2021 solicitation, with Ocean Center pricing of $8,307.00. Price redetermination provisions permit annual adjustments for documented increases in wages, fuel, or materials based on Employment Cost Index or Producer Price Index. All contractors must maintain Workers Compensation insurance with Florida Statutory limits, Commercial General Liability insurance with $1,000,000 per occurrence and $2,000,000 general aggregate limits, and Auto Liability insurance with a combined single limit of $1,000,000, with the County named as an additional insured. The County of Volusia Purchasing & Contracts Division, located at 123 W. Indiana Avenue, Room 302, DeLand, FL 32720, serves as the certificate holder for all insurance policies, and the County allows twenty business days to remit full payment on undisputed invoices.
