About this file

This is a Request for Proposals (RFP) issued by the Collier County Board of County Commissioners Procurement Services Division on behalf of the Collier County Airport Authority for aviation fuel purchase and delivery services. The solicitation seeks proposals to supply Jet A and Avgas (100LL) aviation fuels to three general aviation airports: Marco Island Executive Airport (MKY), Immokalee Regional Airport (IMM), and Everglades Airpark (X01). Historical annual fuel expenditures total approximately $5,500,000, though this may not reflect future purchasing patterns. The RFP includes a pre-proposal conference scheduled for September 2, 2026, at 10:00 AM EST at the Procurement Services Division in Naples, Florida. Proposals are due September 17, 2026, at 3:00 PM EST and must be submitted online via the Collier County Procurement Services Division Online Bidding System. The County intends to award a single awardee for an initial three-year contract term with two one-year renewal options. The contract will be based on Platts index pricing with allowances for adjustments attributable to index variation only after the initial contract period.

Key service requirements include fuel delivery within forty-eight hours of order placement during specified Monday through Friday delivery windows; provision of annual fuel filter replacement, meter calibration, and inspection services; provision of web-based FBO point-of-sale software compatible with TCS 3000 meters; credit card processing capabilities with transparent fee structures; marketing support including directory listings and cooperative advertising; employee training and uniform allowances; and contingency fuel truck availability. Proposer evaluation criteria include business plan (25 points), cost of services (35 points), experience and capacity (25 points), certified minority/woman business enterprise status (5 points), local vendor preference (10 points), and cover letter (0 points), totaling 100 points. Proposers must submit minimum three to seven references for similar projects within the preceding five years, and failure to submit the minimum number of references may render the proposal non-responsive. Local vendor preference is available for businesses with current tax receipts and permanent physical addresses in Collier or Lee County.
