Goodland Pump Station Improvements - Technical Specifications Summary

This document comprises comprehensive technical specifications for Collier County's Goodland Pump Station Improvements Project (Bid No. 26-8638), a significant wastewater infrastructure upgrade in Florida. The project encompasses replacement of existing turbine pumps and associated piping, replacement of chemical storage and feed systems, installation of new caustic storage and feed systems, demolition of existing aluminum platforms and stairs, installation of new generator pad and access stairs, relocation of existing generator and fuel tank, recirculation piping system improvements, chain-link fencing replacement, structural improvements to the pump building, and site improvements including grading, drainage, and paving. Sealed bids are due by March 5, 2026 at 3:00 p.m. local time, with a non-mandatory pre-bid meeting scheduled for January 28, 2026 at 10:00 a.m. at the South County Regional Water Treatment Plant and an immediate site visit to the project location at 2559 San Marco Road, Marco Island, Florida 34145. The specifications address all facets of construction including concrete work, masonry, structural steel, mechanical systems (HVAC, piping, fans), electrical systems, instrumentation, and process integration components necessary to deliver complete, operable systems.

The specifications establish comprehensive requirements for materials, labor, testing, and quality assurance across all construction disciplines. Payment will be made based on unit prices and lump sum items as detailed in the bid form, with quantities estimated and subject to adjustment without limit during construction. The contractor assumes full responsibility for site preparation, material delivery and storage, temporary facilities, protection of work, coordination with ongoing county operations, and restoration of disturbed areas. Critical requirements include compliance with the National Electrical Code, NFPA standards, OSHA regulations, NSF International standards for potable water contact, ASHRAE standards for HVAC systems, and manufacturer specifications for all equipment. The contractor must provide comprehensive operation and maintenance manuals, perform field testing and commissioning under manufacturer supervision, coordinate with utility providers, obtain all required permits and licenses, and maintain the facility for one year following acceptance. Bid documents are available through the Collier County procurement portal at https://procurement.opengov.com/portal/collier-county-fl.
