About this file

This is a Reference Questionnaire form issued by Collier County's Procurement Services Division for the South County Water Reclamation Facility (SCWRF) Treatment Technology & Flow Management Improvements project in Naples, Florida. Proposers are required to submit one completed form for each required reference, with the questionnaire to be returned with the proposal submittal by March 9, 2026, at 3:00 P.M. EST. A pre-proposal conference is scheduled for February 19, 2026, at 10:00 A.M. The form requests evaluators to rate the referenced firm or individual on ten criteria using a scale of 1 to 10, with 10 indicating very satisfied and willingness to hire again, and 1 indicating very unsatisfied and unwillingness to hire again. The evaluation criteria include ability to manage project costs and maintain schedule, quality of work and consultative advice, professionalism and personnel management, project administration, communication and documentation, risk management, contract compliance, and overall customer satisfaction. Evaluators must provide project description, completion date, project budget, and project duration information, and blank scores result in a "0" rating for that item.

The Reference Questionnaire form is a component of Collier County's selection process for comprehensive design and construction administration services for the SCWRF expansion project, which is valued at approximately $30.0 million in preliminary cost estimates. The selection methodology follows the Consultants' Competitive Negotiation Act, with scoring based on ability of professional personnel, WMBE status, past performance (25 points), project approach and budget compliance, location, and current workloads. No specific funding source or budget allocation for design and construction administration services is explicitly detailed in this form; however, permitting fees will be paid by the Public Utilities Department for county permits and by the Engineer of Record team with reimbursement by PUD for state and federal permits from FDEP, SFWMD, and USACOE.
