About this file
This is a bid schedule document for Invitation to Bid 26-8620 issued by Collier County Board of County Commissioners Procurement Services Division on behalf of the Road and Stormwater Maintenance Division in Florida. The ITB seeks qualified contractors to provide large machine mowing services throughout Collier County on roadway medians, side rights-of-way, retention ponds, pond sites, swales, canals, and other county-maintained properties. The scope includes three service line items: Large Machine Mowing with Maintenance of Traffic (MOT) on a bi-monthly cycle covering 9.38 estimated acres across 6 annual cycles; Large Machine Mowing with MOT on a 30-day rural cycle covering an estimated 1,096.9 acres across 12 annual cycles; and an additional service option for Litter Pickup and Debris Removal with MOT covering 1,096.9 estimated acres across 2 annual cycles. All unit prices must be submitted on a per-acre basis. Electronic bid submissions through the County's procurement platform are due by April 13, 2026, with pricing firm for 180 calendar days from bid opening. The contract term is three years with two optional one-year renewal periods, with the County intending to award Primary, Secondary, and Tertiary awardees to ensure service continuity.
Pricing for all mowing services must include labor, equipment, materials, supervision, fuel, weed removal, edging, trimming, blowing, litter and debris removal, slope mowing as applicable, and traffic control measures as specified. Award will be made to the lowest responsive and responsible bidder offering best value to the County. No set-aside designations for disadvantaged enterprises are included; however, vendors may certify local business status if maintaining a physical business address within Collier County limits with a current local Business Tax Receipt. Historical spending data shows annual expenditures of $252,133.64 in FY 2022, $239,286.10 in FY 2023, $262,794.45 in FY 2024, and $351,391.07 in FY 2025, though the County notes these figures may not be indicative of future purchasing patterns. Bidders must maintain comprehensive insurance coverage including Worker's Compensation at statutory limits, Commercial General Liability with minimum $1,000,000 per occurrence and $2,000,000 aggregate limits, and Employer's Liability coverage with Collier County named as additional insured. For projects potentially exceeding $200,000, a bid bond equal to 5% of the cost proposal is required, and Performance and Payment Bonds for 100% of the contract award amount are required upon award.
