About this file

This Invitation to Bid (ITB) is issued by the City of Norwich, Connecticut Office of Development for lead paint hazard control and comprehensive property rehabilitation services at 112 Chestnut Street, Norwich, Connecticut. The project encompasses lead abatement and rehabilitation work including permits and fees, waste disposal, roof work on front and rear porches, garage lead paint treatment, soil remediation, exterior encapsulation, siding and wrap, foundation work, and rehabilitation of first, second, and third floor units. A mandatory pre-bid conference is scheduled for May 1, 2026 at 10:00 a.m. at the project location. Sealed bids must be submitted via the City of Norwich's online bidding portal by 4:00 p.m. on May 8, 2026. The project must be completed within 30 calendar days from notice to proceed, with exterior work items required to be completed no later than May 30, 2026. The bid solicitation period runs from April 22, 2026 to May 8, 2026.

Qualified contractors must hold a valid Connecticut home improvement contractor license and, if applicable, a lead abatement contractor license. Bid packages must include signed bidders certification, payment request, non-collusion affidavit, proof of insurance, proof of licensure, and all addendum sheets. Lead abatement clearance includes two rounds of dust wipes testing at program cost, with additional testing failures assessed at $80.00 per hour charged to the contractor. The City implements strict bidder limitation policies restricting contractors to a maximum of two active contracts between the Lead or Rehabilitation programs, with new contractors subject to a probationary period allowing only one contract until successful completion and written acceptance as a contractor "in good standing." Product selections are limited to builders grade materials with specified maximum allowances for doors, flooring, and carpet, with all selections requiring approval by the Program Manager and property owner prior to contract signing. Payment is processed through approved billing requests with a minimum 15-day allowance for check issuance. Funding is provided through the Property Rehabilitation Program and HUD Lead Based Paint Hazard Control in Priority Housing Program. The estimated total contract value has not been disclosed in the solicitation documents.
