The project encompasses comprehensive lead abatement and property rehabilitation work including permits and fees, waste disposal, roof work on front and rear porches, garage lead paint treatment, soil remediation, exterior encapsulation, siding and wrap, foundation work, and rehabilitation of first, second, and third floor units. The solicitation opened on April 22, 2026 at 2:45 p.m. EDT with sealed bids due by May 8, 2026 at 4:00 p.m. EDT through the City of Norwich's online bidding portal. A pre-bid conference is scheduled for May 1, 2026 at 10:00 a.m. at the project location. The project must be completed within 30 calendar days from notice to proceed, with exterior work items required to be completed no later than May 30, 2026.

Qualified contractors must hold a Connecticut home improvement contractor license and a lead abatement contractor license if applicable. Bid packages must include signed bidders certification, payment request, non-collusion affidavit, proof of insurance, proof of Connecticut home improvement contractor licensure, and proof of lead abatement contractor licensure if applicable, along with all addendum sheets. The City of Norwich restricts contractors to a maximum of two active contracts between the Lead or Rehab programs, with new contractors subject to a probationary period allowing only one contract until successful completion and written acceptance as a contractor "in good standing." Lead abatement clearance includes two rounds of dust wipes testing at program cost, with additional testing failures assessed at $80.00 per hour to the contractor. Product selections are limited to builders grade materials with maximum allowances specified for doors, flooring, and carpet, all requiring approval by the Program Manager and property owner prior to contract signing. Payment is processed through approved billing requests with a minimum 15-day allowance for check issuance.
