About this file

This is a Cooperative Participation Purchase Request Form executed by the State of Illinois Department of Innovation and Technology (DoIT) to participate in a NASPO Valuepoint cooperative contract led by the State of Utah for cloud solutions and software services. The State of Illinois seeks a contract vehicle to purchase cloud solutions, Software as a Service, application licensing, and professional services including implementation, maintenance, and operations for multiple products used across the state's information technology infrastructure. The contract selected vendor is Carahsoft Technology Corporation under NASPO Valuepoint cooperative contract LS4983. The contract term runs from September 16, 2026, through September 15, 2036, with an estimated statewide value of $200,000,000. The underlying Utah procurement that generated this cooperative opportunity was conducted as an extensive competitive RFP that received 290 proposals and resulted in 58 awarded vendors, demonstrating broad market participation and competitive pricing through economies of scale.

The State of Illinois determined that leveraging this cooperatively procured contract provides significant advantages over conducting its own procurement, including time and cost savings, accelerated implementation, and access to preferred government pricing negotiated by Carahsoft as the primary government distributor for approximately 60 percent of mid-to-large-scale software publishers in the public sector market. The contract is structured as a Joint Purchase Master Contract available to all governmental units and qualified not-for-profit organizations. The Business Enterprise Program goal was set at 6 percent, which the vendor committed to fulfill. The State's existing cloud solutions contracts expire on September 15, 2026, necessitating this new vehicle to provide continuity and access to services including deliverable-based statements of work and original equipment manufacturer resources that current contracts do not adequately provide. The contract was approved by the Agency Procurement Officer on May 14, 2026, the State Purchasing Officer on June 26, 2026, and the Chief Procurement Officer on June 29, 2026.

Cooperative Participation Purchase Request Form

State of Illinois Chief Procurement Office for General Services Cooperative Participation Purchase Request Form v.26.1

Project Title JPMC NASPO PA Cloud Solutions BidBuy Requisition Number 26-448DOIT-APP44-R-318

Requesting Agency DoIT - Innovation and Tech

Section I - General Information

1. Is the requested supply/service offered on a CMS or DoIT statewide master contract? No

1.1. If the requested supply/service is offered on a CMS or DoIT statewide master contract, why isn't the agency using the CMS or DoIT statewide master contract?

CPO-GS has a statewide master for this that expires 9/15/2026

2. Explain why the agency is not conducting its own competitive procurement.

The Cloud and Software Solutions RFP conducted by the State of Utah was an extensive and highly competitive procurement. The solicitation received 290 proposals, resulting in 58 awarded vendors. This level of participation demonstrates a broad and open competitive environment that drives strong pricing through economies of scale and ensures access to top-tier, industry-leading providers.

By leveraging this cooperative contract, the State of Illinois benefits from:

• A fully competed, compliant, and robust solicitation that meets our own competitive thresholds.

• Significant time and cost savings by avoiding the need to duplicate an already comprehensive procurement process.

• Accelerated access to solutions that align with current technology needs, without delaying implementation

• Pricing advantages gained through a larger national buying pool that Illinois would be unlikely to achieve independently.

• Reduced administrative burden while still maintaining full compliance with state procurement standards.

For these reasons, utilizing this cooperative procurement vehicle represents the most efficient, cost-effective, and timely approach to meet the State’s cloud and software solution needs.

Section II - Cooperative Details (When used below, the term cooperative also includes federal agencies and consortiums.)

Requesting Agency DoIT - Innovation and Tech the 4 "TOPS" contracts do not meet all of the State's needs such as having the ability to provided deliverable and SOW based projects/ resources nor does it allow for the ability to get resources from the OEM or OEM certified resources. A TOPS SOW is a supplement the State’s staff/resources for a project. The SOW associated with a TOPS contract is not a negotiated SOW that has milestones, deliverables, and timelines for a completed project. TOPS does not allow the hand-off of an all-encompassing project for completion but is more of a supplement to the State’s existing teams. When the State needs temporary increase in staffing/headcount for a limited time, TOPS fills that gap.

The State also needs access to OEM resources, at times, because of the quality, experience, expertise and availability that OEM resources can provide. While TOPS vendors might be able to source high end resources, there is always a possibility they cannot. A lot of the TOPS contractors are very proficient in many areas, making them very valuable for contracting as they can fulfill many needs. Being an expert in one specific piece of software isn’t as valuable in a freelance contractor role but working directly for an OEM allows an individual to be an expert in that one specific field. They would have the insight, experience, resources, and expertise to handle the highest-level projects/issues. Most of the time, if resources are available, TOPS will fulfill the State’s needs (at a lower cost than an OEM resource) but if TOPS can not source the skill set needed, going to the OEM will have those skill sets available.

2. Will this purchase obligate the State to this vendor for future procurements such as maintenance, licensing or continuing need?

Yes No

2.1. If yes, provide details regarding future obligations and/or needs

3. Explain how the agency determined that this price is competitive in the market place.

This vendor serves as the primary government distributor for approximately 60 percent of mid- to large-scale software publishers within the public sector market. Their extensive portfolio and long-standing relationships with major software manufacturers provide them with volume-based purchasing advantages and preferred government pricing structures.

As a result, the vendor is consistently able to provide highly competitive pricing on a wide range of software products. Their position in the market allows them to aggregate demand across numerous jurisdictions, achieving cost efficiencies that individual agencies are generally unable to secure on their own. Additionally, their pricing history across multiple government entities demonstrates stable, market-aligned rates supported by national cooperative purchasing benchmarks.

For these reasons, the vendor’s proposed pricing is considered fair, reasonable, and reflective of the competitive conditions within the broader government technology marketplace.

4. Is this supply/service available on any other contract with another approved cooperative? Yes No

4.1. If yes, why did the agency select this contract?

The solicitation resulted in 56 total awards across a broad range of cloud and software solution providers. The Department of Innovation and Technology (DoIT) has been going through the contracts and evaluations to determine which awarded vendors are best suited for participation agreements. The selection process focuses on identifying vendors whose offerings most effectively align with the State’s current and future technology needs.

Key evaluation factors include:

• Breadth and depth of product offerings applicable to statewide IT initiatives.• Availability and quality of professional services necessary for implementation, integration, and ongoing support.

• Established partnerships and compatibility with software products and platforms already in use across Illinois agencies.

• The vendor’s ability to deliver scalable, enterprise-level solutions that meet existing architectural and security standards.

Based on this analysis, the recommended contract was chosen because it provides the most comprehensive combination of product coverage, service capability, and alignment with the State’s existing technology ecosystem. This ensures continuity, reduces integration risk, and enables the State to leverage solutions that can be deployed efficiently and cost-effectively.
