About this file

This is a Vendor Questions and Answers document for Illinois state procurement 26-350SOS-SOS35-B-52561 regarding promotional items and giveaways. The RFQ requests quotes for multiple promotional items including pens, lanyards, and other giveaway merchandise with specific product specifications. Bidders are required to submit quotes on all items included in the package rather than selecting individual line items. Union printing is mandatory for applicable items, and union subcontractors are acceptable provided their names are documented in section 1.4 of the RFQ.

Pricing for the promotional items is not subject to predetermined parameters, and awards will be made to the lowest-cost bidder provided all items meet the stated specifications outlined in the RFQ. While items such as pens may vary significantly in price based on quality and features, bidders have flexibility in their pricing approach as long as specifications are satisfied. No specific style preferences beyond the detailed specifications are required, allowing vendors to propose items that meet the technical requirements while optimizing cost.

Vendor Q & A 2

26-350SOS-SOS35-B-52561

1. It appears that all of the items requested have no parameters in terms of price. For example, pens can range in price from 35 cents (possibly less) and higher. Are there any guidelines for price on the items in the bid?

There are no parameters regarding price. Bids will be awarded by lowest cost as long as the items meet the specifications.

1. The same issue relates to the wide variety of styles. Are there certain styles that you are looking for? For example, the lanyard appears to be very specific and easier to locate and price.

Some items may be more detailed than others, but as long as the they meet the specifications on the RFQ, they will be acceptable.

1. Must a bidder quote on everything in the package or may the bidder quote only on specific items?

Bidders must quote on everything in the package.

1. Are union printers mandatory?

Yes, union printing is a requirement. Union subcontractors are also acceptable and if used, their names should be included in section 1.4 of the RFQ.
