About this file

This Scope of Work document outlines the installation and configuration requirements for a web-based HVAC Graphics and Controls System at the Bay County Health Department in Panama City, Florida, as issued by the Bay County Board of County Commissioners. The project encompasses the provision and installation of a new workstation computer with Windows 11 Pro operating system, replacement of the existing building supervisor controller with a network-compliant package such as JCI Metasys, Trane Tracer SC+, or Tridium Niagara, and installation of necessary sensors, thermostats, communication wiring, electrical cabling, and network infrastructure. The contractor must develop a custom web-based graphics interface integrating existing HVAC equipment including Air Handlers, Exhaust Fans, FCUs, Chillers, and Boilers with 3D/2D graphical screens displaying real-time data, setpoints, alarm status, temperatures, pressures, valve positions, damper status, and historical trends. Additional deliverables include creating programming for optimal start/stop and occupancy schedules, developing a new Sequence of Operations, performing system commissioning and point-to-point testing, providing as-built documentation, and delivering a minimum of 8 hours of on-site training for facilities maintenance staff. Electronic or sealed paper submissions are due by 2:30 p.m. on Tuesday, April 14, 2026, or alternatively by 2:00 p.m. on Tuesday, April 28, 2026, with public opening immediately following the deadline.

The contractor must provide cybersecurity hardening measures including SSL certificates and secure passwords coordinated with IT, ensure all software licenses and engineering programming tools are registered to the Bay County Board of County Commissioners, and obtain all necessary permitting and inspections in compliance with manufacturer specifications and current Florida building codes. Work must be performed with onsite supervision, and the contractor is responsible for job debris disposal. The contract includes a one-year workmanship warranty and a five-year software maintenance plan covering future upgrades and security patches. All documentation including as-built drawings, wiring diagrams, software details with licenses and logins, user manuals, serial and model numbers, and a commissioning/startup report verifying system testing and calibration are required deliverables. No specific pricing information, bid amounts, insurance requirements, or performance bond details are detailed in the Scope of Work document itself.
