About this file
This is a Scope of Work document for the Bay County Board of County Commissioners in Florida for the installation of a new HVAC Graphics and Control System at the Bay County Health Department located at 597 W 11th Street, Panama City, Florida. The project requires the installation of a new workstation computer with minimum specifications (Intel Core i7 Processor, 32 GB RAM, Windows 11 Pro), removal of the existing controller, and installation of a network-compliant Building Supervisor Controller package such as JCI Metasys, Trane Tracer SC+, or Tridium Niagara. The scope includes provision and installation of space temperature sensors, duct probes, duct static transmitters, thermostats, communication wiring, electrical cabling, conduit, and network wiring as necessary. The contractor must develop a custom web-based graphics interface with 3D/2D graphical screens for all HVAC equipment, including real-time data displays, setpoints, alarm status, temperature and pressure monitoring, and historical trend analysis. The graphics must include equipment visualization within the facility floorplan and allow users to modify setpoints, adjust schedules, and override equipment settings. Electronic or sealed paper submissions are due by 2:30 PM on Tuesday, April 14, 2026, with public opening immediately following the deadline.
The project scope additionally requires system integration, point-to-point testing, commissioning validation, air and water flow balancing, development of a complete Sequence of Operations, and cybersecurity hardening coordination with IT. The contractor must provide as-built drawings, wiring diagrams, software documentation with license and login information, user manuals, serial and model numbers, and a commissioning/startup report. All software licenses, administrative passwords, and engineering programming tools must be registered to the Bay County Board of County Commissioners. The contractor shall provide a minimum of eight hours of on-site training for facilities maintenance staff and must maintain a one-year workmanship warranty with a five-year software maintenance plan for future upgrades and security patches. The contractor is responsible for all permitting, inspections, onsite supervision, and debris disposal in accordance with manufacturer specifications and current Florida building codes. No specific budget information or pricing terms are outlined in the scope of work document.
