About this file
This is a Fiscal Review document for a new contract issued by Pinellas County, Florida's Capital Projects Management (CPM) Department for Vertical Transportation Inspection Services. The procurement, conducted as a competitive Invitation to Quote (ITQ), seeks a qualified contractor to perform comprehensive inspections and testing oversight for 102 vertical transportation units (elevators, escalators, and wheelchair lifts) distributed across five geographic regions throughout county facilities including courthouses, detention centers, and administrative buildings. The contractor will perform independent third-party annual inspections, witness required periodic testing, verify compliance with Florida Statutes Chapter 399 and ASME elevator safety codes, and deliver accurate inspection documentation while coordinating directly with county staff and the county's maintenance provider. Qualified applicants must hold valid Florida business licenses, employ Certified Elevator Inspectors with current State of Florida credentials, provide four Florida references with at least 12 months of similar service experience, and maintain comprehensive insurance coverage including $1,000,000 Commercial General Liability and $4,000,000 Excess/Umbrella Liability. The proposal submission deadline was March 20, 2026 at 3:00 p.m. through the OpenGov portal, with the contract term established for three years from December 2, 2026 through December 1, 2029.
ATIS Elevator Inspections, LLC was awarded contract number 23-0752-ITQ with a total contract value of $61,039.37 and an annual estimated expenditure of $20,346.58. Funding is budgeted within the CPM Department Operating Budget under account code 534 (Other Contractual Services), with FY26 allocation of $20,230.00 distributed across five facility accounts and FY25 allocation of $19,460.00. As of December 24, 2025, expenditures totaled $1,333.23 in FY26 and $17,556.77 in FY25. The fiscal impact will not affect the FY26 Adopted Budget but will be programmed into the FY27 Budget. Unit prices must remain firm for the entire three-year contract duration, the contractor must begin work or confirm scheduling within 72 hours of receiving a purchase order, and all invoices must be submitted within 60 calendar days of service completion.
