About this file

This is Addendum #1 to a Request for Qualifications (RFQ) issued by the City of Johns Creek, Georgia's Purchasing Division for professional engineering services related to RFQ Bid #26-013. The project involves the design and engineering of an approximately 8-foot-wide multi-use trail extending from the Chattahoochee River at SR 141/Medlock Bridge Road to Bobby Jones Drive, with the trail currently planned for the east side of the road pending validation through the preliminary design process. The scope of work encompasses full engineering services through construction documents, not limited to concept design. A pre-bid meeting was conducted with questions and answers documented in the addendum. The submission deadline has been extended to January 20, 2026 at 2:00 PM ET, with proposals due electronically via BidNet and hard copies delivered to City Hall. Contract commencement is anticipated for Spring 2026 following selection and scope/fee negotiations. The project will utilize federal Transportation Alternatives Program (TAP) grant funding.

The RFQ requires a Professional Engineer (PE) as the project lead, with the selected firm serving as prime contractor responsible for all subcontractor work. Proposals must include a 10-page technical response addressing sections 3.5 through 3.9 plus additional submittal requirements, with cover letters and tables of contents excluded from the page count. Supplementary materials including resumes, GDOT prequalifications, and key personnel availability charts should be submitted in appendices. Required forms must include W-9s and E-Verify documentation with wet signatures, and the City requires one stapled hard copy of forms and one electronic PDF submission of forms in BidNet, plus six hard copies of the technical proposal (five bound, one stapled). Addendum #1 clarifies that pedestrian lighting is not included in the project scope and that GDOT Prequalification Category 1.06 is not required.

Q13 Question: 26-013 - Professional Engineering Services for SR141 Questions

•The RFQ instructions states that project descriptions should be placed in section 3.6

Expereionce/Qualifications of Similar Scope, (“The Consultant shall demonstrate similar project experience of prime Consultant and sub-consultant. Projects of a similar size and content, to the proposed project, should be included. The consultant shall present an organization chart showing the reporting structure for the project team, including the proposed task leaders for all major work categories.”) but also instructions us in the Additional Submittal requirements, item #3 to “Provide a brief description of all relevant or related projects completed (including construction costs) within the last five

(5) years. Include the personnel that worked on the project, name of the project owner, contact information, and where the work was performed.” Can you please confirm which section you want us to place our similar project experience?

•The RFQ mentions demonstrating similar project experience of the prime AND subconsultant. If the prime can demonstrate this with its project experience, do we need to add project experience for the subconsultants?

•The City is requiring verification of residency for the O.C.G.A Affidavit form. Are we able to black out personal information (DOB, home address, license number, etc.) if we provide a driver’s license to meet this requirement?

•The City is asking firms to “provide the following information for prime and sub-consultant(s) for the last three (3) years: average and maximum number of permanent Georgia employees. For any work being performed outside of Georgia, include personnel.” Does the City want individual figures for 2022, 2023, and 2024 or just a max and average number over the span of three years: 2022 – 2024?

Answer: The City is requiring verification of residency for the O.C.G.A Affidavit form: The state of

Georgia requires a copy of a Secure & Verifiable Document (SVD): The City will require the awarded contractor to provide affidavit for each subcontractor. The RFQ instructions states that project descriptions should be placed in section 3.6 Experience/Qualifications of Similar Scope, (“The

Consultant shall demonstrate similar project experience of prime Consultant and sub-consultant.

Projects of a similar size and content, to the proposed project, should be included. The consultant shall present an organization chart showing the reporting structure for the project team, including the proposed task leaders for all major work categories.”) but also instructions us in the Additional Submittal requirements, item #3 to “Provide a brief description of all relevant or related projects completed

(including construction costs) within the last five (5) years. Include the personnel that worked on the project, name of the project owner, contact information, and where the work was performed.” Can you please confirm which section you want us to place our similar project experience? Section 3.6 should include the organization chart and focus on specific project experience of the team proposed for this effort. The additional submittal section allows for projects completed by the proposing firm within the last

5 years, regardless of full team efforts on the projects. 5.The RFQ mentions demonstrating similar project experience of the prime AND subconsultant. If the prime can demonstrate this with its project experience, do we need to add project experience for the subconsultants?
