About this file
This is a Notice of Intent to Sole Source, a pre-solicitation non-competitive announcement for a firm-fixed-price maintenance renewal contract. The National Institutes of Health (NIH) intends to award the contract to Carestream Health, Inc. (Rochester, NY) for maintenance services on four Carestream Lux35 Glassless Wireless Detectors located in the General X-ray Section of the Radiology and Imaging Sciences (RADIS) within the NIH Clinical Center. The period of performance is September 1, 2026 through August 31, 2027. Solicitation Number 26-004544 is classified under NAICS Code 811210 (Electronic and Precision Equipment Repair and Maintenance) with an estimated contract value below the Simplified Acquisition Threshold, and the acquisition is not set aside for small businesses.
The requirement includes maintenance services on the four detectors equipped with 802.11n wireless standard, 35.0 x 42.1 cm image size, and 0.139 mm pixel pitch, plus twelve detector batteries and DRX Accident Protection Coverage for all four detectors during the warranty year. The Government justified the sole-source award based on market research demonstrating that Carestream is the Original Equipment Manufacturer with proprietary equipment, that other vendors' detectors are incompatible with existing Carestream digital imaging equipment, that only Carestream engineers are trained to service the detectors, and that searches of GSA Advantage, Dynamic Small Business Search, and previous government acquisitions yielded no alternative sources meeting all requirements. Interested parties may submit capability statements or proposals by the May 21, 2026 closing date at 9:00 A.M. EDT to Gregory Noland (gregory.noland@nih.gov), and responses must include unit pricing, list price, shipping costs, delivery period, payment terms, F.O.B. point, UEI, TIN, and business size certification. All offerors must maintain active SAM registrations.
