About this file

This document is a Decision Memorandum and supporting environmental review from the United States Marine Corps at Camp Lejeune, North Carolina, concerning a proposed culvert repair project.

The project involves replacing a damaged 18-inch reinforced concrete pipe (RCP) culvert located at Old Sawmill Road and Holcomb Boulevard on the Main Side of Camp Lejeune. The work scope includes replacing the existing drop inlet on the north side of the roadway, replacing or repairing the damaged RCP, and implementing supplemental drainage improvements to restore proper drainage and roadway trafficability. An approximate 5-foot sinkhole has developed in the vicinity, requiring the road to be closed due to safety concerns. The project is assigned ID 26M094CN and is sponsored by the Public Works Division/Ops under Action Sponsor James Muston (910-451-0876). The scheduled start date is September 4, 2026, with completion targeted for December 31, 2026, and the project involves 0.5 acres of total disturbance with digging, grading, and earthen fill material use. The Director of Environmental Management Division issued the Categorical Exclusion determination on July 22, 2026, per DoD NEPA Implementing Procedures, finding that the action qualifies for CATEX III A153-33 as new construction compatible with existing land use without extraordinary circumstances precluding the exclusion. The environmental review identified known Installation Restoration Program sites in the project area and delineated jurisdictional stream features associated with the drop inlet, requiring compliance with US Army Corps of Engineers Nationwide Permit 3 conditions for culvert replacement and coordination with wetlands and stormwater management programs. Multiple conditions apply, including hazardous materials protocols, monitoring well protection, sediment control, and coordination requirements with various base departments including the IR Program, Stormwater Program, and Environmental Specialist for Wetlands.

(3) Applicable Conditions

1. In response to enclosure (1), this Decision Memorandum (DM) satisfies the referenced National Environmental Policy Act (NEPA) requirements applicable to the proposed action. Pursuant to the planning considerations for the Department of the Navy (DON) within Appendix A of the reference, this DM also documents the decision to categorically exclude (CATEX) the proposed action from the requirements of preparing an Environmental Assessment or an Environmental Impact Statement.

2. As outlined in enclosures (1) and (2), the proposed scope of the project is:

This project involves replacing the existing culvert pipe in the vicinity of Old Sawmill Road and Holcomb Boulevard on the Main Side of Camp Lejeune. The work includes replacing the existing drop inlet, as required, on the north side of the roadway with a new drop inlet designed to accommodate the replacement 18-inch reinforced concrete pipe (RCP). The project also includes replacing or repairing the damaged RCP and implementing any necessary supplemental drainage improvements to restore proper drainage and roadway trafficability.

3. Pursuant to the references, the proposed action qualifies for the following CATEX(S): "III A153-33 New construction that is similar to or compatible with existing land use (i.e., site and scale of construction are consistent with those of existing adjacent or nearby facilities) and, when completed, the use or operation of which complies with existing regulatory requirements (e.g., a building within a cantonment area with associated discharges and runoff within existing handling capacities). The test for whether this CATEX can be applied should focus on whether the proposed action generally fits within the designated land use of the proposed site.." The proposed action will not result in any extraordinary circumstances that may preclude the use of a CATEX.

4. In accordance with NEPA, this Decision Memorandum (DM) documents the proper level of environmental review for the proposed action to date but may not constitute authority to proceed with the implementation of the project. Please see the enclosures for more information. If the proposed action changes or does not begin within one calendar year after the date of this DM, please coordinate with the Environmental Planning Program Manager at (910-451-4542) to determine whether this DM continues to apply to the proposed action or whether an updated environmental impact review will be required to find that a CATEX still applies to the proposed action.
