About this file
This is a Description of Intended Single Source Purchase (Form PUR 7776) from the Northwest Florida Water Management District for satellite-based water quality mapping services for St. Joseph Bay, Florida. The services requested include mapping spatial water quality trends and parameter concentrations using algorithms to analyze pre-existing satellite images, with capabilities to map water quality parameters including nitrogen, phosphorus, chloride, methane leak detection, temperature, total suspended solids, turbidity, chlorophyll-a, phycocyanin, and submerged aquatic vegetation. The posting date is January 8, 2025, with a last day for receipt of information of January 29, 2025. The contract term is for Fiscal Year 2024-2025.
The intended single source vendor is Satelytics, with an estimated contract value of up to $400,000. The agency justifies the single-source acquisition by stating that Satelytics is a leader in satellite-based water quality mapping technology and has successfully developed algorithms for rapidly assessing spatial distribution and concentrations of water quality parameters. The agency conducted an internet search and found no other contractors with the ability to map and estimate the same number or diversity of water quality parameters. The document notes that Satelytics has previously provided successful services to the State of Florida in the southeastern portion of the state.

Commodity or Contractual Service Required (commodity or United National Standard Products and Services Code (UNSPSC), manufacturer, model, and description, as appropriate):
70171504 Water Resources Mapping Services 70171501 Water Quality Assessment Services
Quantity or Term (as appropriate):
Fiscal Year 2024-2025
Requestor (division, bureau, office, individual, as appropriate):
Paul Thurman, Chief Water Resource Evalation Bureau, Division of Resource Management
Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
Services are needed to map spatial water quality trends, including parameter concentration, using algorithms to analyze the extended data set from pre-existing satellite images. Capabilities should include the ability to map and estimate water quality parameter concentrations for an entire water body (i.e., St. Joseph Bay) at a relatively high resolution. These maps will be utilized to identify point source and chronic water quality impairments to inform potential restoration activities. Individual water quality parameters for which algorithms should be available should include at a minimum: nitrogen, phosphorus, chloride, methane leak detection, PUR 7776 (Revised 07/2022) Page 2 of 2 Incorporated by Reference: Rule 60A-1.045, F.A.C.
temperature, total suspended solids (TSS), turbidity, chlorophyll-a, phycocyanin, submerged aquatic vegetation (SAV).
Intended Single Source:
Satelytics
Estimated Dollar Amount:
Up to $400,000
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Satelytics is a leader in developing satellite-based water quality mapping technology. They have successfully developed algorithms for rapidly assessing spatial distribution and concentrations of water quality parameters (nitrogen, phosphorus, turbidity, etc.). The State of Florida has successfully utilized their services in the southeastern portion of the state. An internet search has revealed no other contractor that has the ability to map and estimate the number or diversity of water quality parameters as Satellytics. To our knowledge, no other contractor can map and estimate nitrogen, phosphorus, turbidity and other parameter concentrations.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
