About this file
This document is an Addendum to Instructions to Offerors for Commercial Products and Commercial Services for a vehicle lease solicitation. The Department of Defense Education Activity (DoDEA) is seeking quotations for UK vehicle leasing services, with submissions due by 4:00 P.M. EST on June 6, 2025. Potential offerors must submit business information, vehicle details (including manufacturer, model, year, and odometer reading), and pricing using Attachment 2 - Line-Items List. Vehicles older than 12 months require additional maintenance records. The government intends to award a single, firm-fixed-price contract to the responsible offeror with the lowest-priced quotation, evaluating prices on an all-or-none basis and including potential option periods in the total price calculation. Offerors are advised to submit their best pricing initially, as the government may award without further discussions.

EST on 29 May 2025, to allow a reply to reach all prospective offerors before the submission of the quotations. Any questions received after this time may not be answered.
3. A completed quotation shall consist all of the following:
a. Business information: Business Name, UEI and CAGE numbers, and Point of Contact Name, Phone number, and email address.

d. Price Offerors shall complete Attachment 2 - Line-Items List to include the following information:
- Unit prices and item prices shall be provided for each of all CLINs as firm fixed prices in U.S. dollar.
- The contract price shall be firm-fixed prices for all work required under PWS. (*Note: Costs for insurance or contingency to cover losses, damage, injury, or death resulted from an accident for which the Government is responsible are not part of the contract’s price. Accidental costs are covered under the Federal Tort Claim Act, outside of the scope of the contract. Offerors shall NOT include accidental costs in the quotes)
4. Offerors are advised that the Government may be unable to receive other types of electronic files (e.g., .zip files) or files in excess of 10 megabytes. (End of Instructions to Offerors)
EVALUATION OF QUOTATIONS
1. Quotes will be evaluated based on All-or-None basis.
2. Evaluation of Option to Extend Services: As part of the price evaluation, the Government will evaluate the Option to
Extend Services under FAR Clause 52.217- 8 by adding one-half of the Offeror’s final option period price to the Offeror’s total price. Therefore, the Offeror’s total evaluated price will include the prices for the base period, first option period, second option period, third option period, fourth option period, plus one-half of the fourth option period price.
3. A quote which misses required information for a complete quotation is considered incomplete, and it may not be considered further for the contract award. Offerors are advised to double check their quote package to avoid omissions and mathematic errors before submission.
4. The Government intends to award a single, firm-fixed-price contract to the responsible Offeror whose quotation conforms to the solicitation and represents the lowest price offered.
5. The Government intends to make an award without discussion but reserves the right to conduct discussions should discussions prove to be necessary or advantageous to the Government. Because the Government does not intend to hold discussions, Offerors are encouraged to include their best pricing in their initial quotation.
