About this file

Attachment 2 is a Technical Capability evaluation document for a bus seat harness procurement by the Department of Defense Education Activity (DoDEA). The document outlines detailed technical requirements for bus seat harnesses, including specifications for restraint system design, ease of use, labeling, durability, and compatibility. Key technical requirements include a five-point harness configuration, flame-retardant and tear-resistant materials, compatibility with specific Hyundai bus models (Universe, E-Aerotown, and New Super Aero City from 2007-2014), and the ability to attach to existing seatbacks without additional anchor points.

The document requires vendors to demonstrate compliance with multiple technical specifications, such as accommodating children weighing 55-165 lbs, allowing quick installation and removal by school personnel, and ensuring harnesses are manufactured no later than 2025. Vendors must also propose a delivery date for 274 harnesses, with a mandatory delivery deadline of August 1, 2025. The evaluation matrix allows vendors to indicate "YES" or "NO" for each technical requirement, which will be used to assess the technical capability of potential suppliers for this student transportation safety equipment contract.
