About this file
The document is a Solicitation Questions and Answers file for a Collection Management System (CMS) contract with the U.S. Army Heritage and Education Center (USAHEC). Key details include a go-live date no later than 26 September 2025, with implementation starting upon contract award, and a requirement for 50 concurrent user licenses. The solicitation involves a non-personal service contract to provide a system for managing physical and digital archival collections, with a focus on a user-centric public interface and search functionality.
Notable technical and contractual clarifications from the Q&A include: the system will be hosted on a USAWC-owned AWS virtual infrastructure, with the AWC CIO managing the virtual infrastructure; the source code ownership is non-negotiable, with the contract specifically referring to documents/materials entered into the system; and support service hours (0600-1700) are negotiable. The solicitation is issued by the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis, with questions due by 27 March 2025 at NOON Eastern Daylight Savings Time.

Questions and answers
What is the expected timeline for an implementation of the CMS solution? Go live date should be no later than 26 September 2025. Implementation timeline will start the day of award. If Go Live can be expedited and completed before 26 September it would be better.
Is there a possibility to extended the deadline of April 14th, 2025. In order to deliver a competitive and first-class CMS option for USAHEC, our team may require more time. No
5.2.5.9 Please confirm that the number of concurrent user licenses desired by USAHEC is 50. Yes, 50 licenses is the current number.
1.15 Is this portion of the eventual contract negotiable? Our general software policy does not allow for transferal of our source code ownership to clients. The language in this section is standard so non-negotiable. The specific section about source code is referring to coding made for the government, in the case of this contract it refers to the documents/material entered into the system not the system code itself.
1.5.4.1 Please confirm that the hours for desired support services are from 0600-1700. If so, is this policy negotiable? Our entire support team is in-house and located within the continental US. That section can be negotiated and the vendor’s availability can be listed within the corresponding section in Vol 2, as specified in the Trade Off document.
5.2.5.2 (5): “If the offeror is not a FEDRAMP authorized Cloud Service Provider, the offeror must provide an option to self-host all necessary services and data storage within the government's infrastructure.”
If the “self-host” option is exercised:
Would the vendor be responsible for setting up and managing servers?
Would this be done on a DoD LAN or on a cloud service?
Would the vendor be responsible for the environment, including applying STIGs?
The service would be hosted on a USAWC owned and managed virtual infrastructure in AWS. AWC CIO would be responsible for managing the virtual infrastructure including applying STIGs to the base Operating System of the virtual server.
