About this file

This is an Appendix A document from the Massachusetts Department of Elementary and Secondary Education (DESE) for a Master Service Agreement (MSA) to Support School, District, and DESE Sustainable Improvement (COMMBUYS Document #: BD-25-1026-DOE02-DOE01-112189). The document provides examples of different vendor types and their approach to service delivery under the MSA, including professional development providers, curriculum research organizations, school climate and SEL specialists, secondary redesign consultants, school operators, and project management firms.

The document outlines how different vendors should structure their service descriptions and applications based on their service offerings. For example, some vendors may submit a single service description for a comprehensive model (like Vendor D's secondary redesign model), while others may need to submit multiple service descriptions for distinct offerings (like Vendor C's separate descriptions for school climate, SEL curriculum, and technical assistance). The document does not include pricing terms, set-asides, or funding requirements, as it serves primarily as a guidance document for vendors to understand how to present their services in the application process.

135 Santilli Highway, Everett, MA 02149 | 781.338.3000 | TTY: N.E.T. Relay (800).439.2370 Alternate ID: 25MASSSMS1 COMMBUYS Document #: BD-25-1026-DOE02-DOE01-112189 Master Service Agreement to Support School, District, and DESE Sustainable Improvement Appendix A: Sample Organizations and Application Approach Vendor A: Professional development and coaching with expertise in one content area Vendor A provides professional development and coaching support with expertise in math curriculum and instruction for schools and/or districts. These supports include in-person and/or virtual training for teachers to support tier 1, 2 and 3 math instructional practices and interventions. Professional development is followed up by coaching supports for math content lead or school-based math coaches.

Vendor A completed the Service Description and corresponding sections E-J once in the application. While the depth of support may vary depending on the client and level of need, the overall model of support constitutes one service description.

Vendor B: Curriculum Research and Audits Vendor B has expertise in curriculum research and audits across academic content areas. This work supports state agencies with large-scale curriculum research projects, vetting and statewide curriculum audits across multiple content areas.

Vendor B completed the Service Description and corresponding sections E-J twice in the application. Vendor B will conduct research projects on curriculum development across multiple content areas. In addition, as a separate service description, Vendor B will conduct curriculum audits at both the state and district levels.

Vendor C: Services spanning multiple service types and areas of content expertise Vendor C provides a variety of school and district-based services and has staff with content area expertise focused on school culture and climate and social-emotional learning. Services include a suite of validated school climate surveys across grade levels with a supporting data platform, professional development, coaching and consulting services around school culture and climate and social-emotional learning (both in the classroom and system-wide practices), a social-emotional learning curriculum and instructional guides, and a variety of technical assistance offerings related to school culture and climate and social-emotional learning.

Vendor C completes the service description and subsequent sections E-J three times: once for the school climate offering (inclusive of the data platform, professional development and coaching), once for the social-emotional learning curriculum and supportive professional development and coaching, and once for their more general technical assistance offerings related to school culture and climate and social-emotional learning. Schools and districts may bundle these services together; however, these are distinct enough offerings that the vendor wants to describe each separately (including cost structure, evidence of effectiveness and references).

Vendor D: Secondary Re-Design Model Vendor D provides a secondary re-design model focused on re-designing the school schedule, curriculum and instructional practices, student interventions and supports, teacher and support staff professional development, and data use systems to monitor students’ early warning indicators and progress. The model focuses on student academic, social-emotional and behavioral development. Vendor D has a staff with expertise across multiple content areas, including English language arts/literacy, math, science/technology, history/social studies, social-emotional learning, behavior, mental health and trauma, school culture and climate, co-teaching and inclusion, culturally responsive teaching, secondary re-design, post-secondary planning and pathways, family and community engagement, leadership development, collaboration and teaming structures, scheduling, data review cycles/cycles of inquiry. Vendor D’s model provides services through a variety of means, including strategic planning/technical assistance, meeting facilitation, professional development/coaching, human capital systems, curriculum, assessments, and intervention materials, technology and data platforms to monitor student progress, and leadership development.

Vendor D completes the service description and subsequent sections E-J once for the secondary re-design model. Although the vendor offers many services, they are all in service to one larger model. When schools and districts hire this vendor, it is mainly to implement this specific model with fidelity.

Vendor E: School Operator Vendor E’s model supports sustainable school improvement through fully operating existing schools and/or establishing new schools within the turnaround context. This vendor has the expertise to direct the entire educational programming and oversee all operations of one or more schools. As a school operator the vendor leads stakeholder engagement processes, manages school budgets, recruits and supports a strong team of teachers, leaders, and other staff (inclusive of all human resource policies and practices), ensures students receive a rigorous, high-quality learning experience by providing professional development and coaching for staff across content areas, using observation and feedback cycles, data review practices to continuously improve instruction and identify student needs, develops a plan for how the school day and year will be scheduled for both staff and students, plans and implements strategies to build a strong school climate, implements effective plans and strategies to engage families and the community and ensures compliance with all applicable federal and state program requirements (e.g. Title 1, Title IIA, IDEA, etc.). While the vendor might rely on other organizations/entities/people to support their work, vendor E provides and leads the school operator model.

Vendor E completes the service description and subsequent sections E-J once for their school operator model. Although Vendor E provides many services across the service matrix, they offer one comprehensive school operator model.

Vendor F: Project Management Supports Vendor F provides content agnostic project management and strategic planning supports for schools, districts, and state agencies. Vendor F has staff with expertise in leading strategic planning and project management from inception to completion, providing support with meeting facilitation, planning timelines, fiscal implications, and establishing, monitoring and measuring project outcomes.

Vendor F completes the service description and subsequent sections E-J once for their services. Since Vendor F’s project management and strategic planning supports are agnostic to content area(s), they are able to describe their prior work and support for both overlapping services.
