About this file
This is a Cost Proposal document for RFP25ESDWQBJSHEE-0003 from the Iowa Department of Natural Resources (DNR) for archaeological consulting services. The proposal outlines five primary tasks: (1) consultation for project scope development, (2) development of minimization, mitigation, and avoidance plans, (3) review of contracted archaeological work products, (4) training and guidance related to Tier 1 and 2 authority, and (5) monthly reporting and check-ins. The estimated annual service quantities include 100 services for tasks 1 and 3, 70 services for task 2, and 12 services for task 5. Each task has specific time frames for completion, ranging from 5 to 10 business days upon request or as mutually agreed.
The cost proposal requires respondents to provide an all-inclusive, itemized total cost in U.S. Dollars, with pricing based on Net 60 Days Payment Terms per Iowa Code § 8A.514. The document requests bidders to specify their cost per hour for each task and provide a flat rate cost per request. The state is seeking pricing flexibility by asking about potential discounts for payments made in 15 and 30 days. The proposal indicates that the flat rate cost will be utilized to factor the respondent's cost proposal score in Section 6.4 of the evaluation process. The document includes a signature section for the prospective contractor to complete, including spaces for name, organization, address, phone, and email.
