About this file
This document is a Q&A addendum for a contract opportunity with the Iowa Department of Natural Resources (DNR) for SOI Archaeological and Historical Architecture services. The contract involves five primary tasks: project scope development consultation, development of minimization/mitigation/avoidance plans, review of contracted work products, training and guidance, and reporting and check-in. Each task has estimated hours ranging from 3-8 hours, with specific time allocations for preparation, meetings, and finalization. The contractor will be expected to provide live status accessibility to project processes, which means digital access to work product status and progress at any time.
Key technical details include access to architectural data through I-Sites public platform and site inventory forms available through the State Historic Preservation Office (SHPO). The DNR and SHPO have existing agreements for information access. The contract emphasizes flexibility, acknowledging that some requests may require more or less time than the estimated hours. The live status tracking can be implemented through various platforms like online databases or collaborative resources, to be mutually determined at the contract's initiation. Contractors will need to demonstrate capability in providing real-time project updates and maintaining transparent communication throughout the project lifecycle.

Q: You mentioned during the pre-application conference to supply hourly rates because the DNR had an idea of the hours each task takes to complete. Could you please share those estimated hours per task?
A: For both the SOI Archaeological and Historical Architecture services, the below hours are estimated for each task with the assumption of an average/normal request. There will be requests that will require more time and less time based on the scope of the request. For requests that may be outside of the average/normal request, either party may identify at the start of the request or during the request for an adjusted turnaround time and/or hours dedicated to the request.

Q: The archaeology database appears to be easily accessible and GIS based, but the SHPO architectural history database is by request. Will the selected contractor be granted access to the HADB (Historic Architectural Database)?
A: Architectural data is uploaded to I-Sites public and is accessible to the contractor. Site inventory forms and reports would have to be requested through the State Historic Preservation Office (SHPO). The DNR and SHPO have agreements in place to access relevant information for projects.
Q: Task 5 (Reporting and Check In) said “the contractor shall provide live status accessibility to project process.” What does “live status accessibility” mean?
A: Live Status Accessibility is defined as the DNR has digital access to the status and work product of assigned requests at any given time. Live status tracking should include progress toward the due date and any content of the working or final product(s) associated with the request. The DNR should not need to prompt the Contractor or wait to receive the information from the Contractor to obtain this information. The platform of live status accessibility will be determined between the parties at the start of the contract for example but not limited to online database(s), Google collaborative resources, etc.
