About this file

This Request for Proposal (RFP) is issued by the Iowa Department of Natural Resources (DNR) for architectural and engineering services to design repairs of the stone facade and retaining walls at Harmon Tunnel, a historic vehicular tunnel at Pammel State Park in Madison County. The project requires a qualified Architectural, Engineering, and Construction (AEC) firm to assess eight specific tunnel features requiring repair, including architectural fascia stone veneer archways, limestone accumulation issues, entrance portal wing walls, architectural limestone walls above archways, tunnelway cracks and resurfacing needs, stone pilasters, concrete retaining walls, and a concrete walkway. The scope encompasses two phases: Phase 1 requires a detailed assessment report with recommended repair solutions designed for a minimum 40-year service life, due no later than March 20, 2026, with a kickoff meeting required by January 16, 2026. Phase 2, contingent upon DNR discretion and State Historic Preservation Office review, involves developing construction bid packages including surveys, preliminary and final design drawings, permit applications, and construction administration services. The proposals are due November 19, 2025, at 4:00 PM Central Time, with written questions due by November 7, 2025. No mandatory site visit is required, though the project location is identified in Madison County. The contract has an initial term of 25 months beginning upon execution, with construction anticipated between December 2026 and August 2027. All proposed work must comply with the Secretary of the Interior Standards for Rehabilitation and undergo SHPO review.

The cost proposal must be submitted as a separate file and include all-inclusive, itemized costs for Phase 1 tasks on an hourly basis, with Phase 2 services priced using the same hourly rates provided. Pricing should be FOB Destination with freight and all expenses included, based on Net 60 Days payment terms. Respondents may offer payment discounts for payment in 15 or 30 days. The RFP does not specify a total project budget or set-aside requirements for disadvantaged enterprises or small businesses, though standard Iowa preferences apply to in-state contractors and products in tied scoring situations. No incumbent contractor information is provided. All work must comply with Iowa Department of Transportation Standard Specifications, and the Respondent must maintain comprehensive insurance coverage including $2 million general liability, $1 million automobile liability, and $1 million errors and omissions insurance. Proposals will be evaluated based on technical merit (40 points for experience and 40 points for work plan) and cost (20 points), with a minimum technical score of 25 points required to proceed to cost evaluation. The issuing officer is Colton Lullmann, and all communication regarding the RFP must be directed to him in writing through the IMPACS Electronic Procurement System.

It is the Agency’s intention to evaluate Proposals from all Respondents that submit timely Responsive Proposals, and award the Contract(s) in accordance with the evaluation and selection criteria provided in this RFP.

1.4 Objectives

The DNR Seeks to Purchase: Architectural and Engineering services from a qualified AEC firm for the design of the repair of architectural stone façade and retaining walls for Harmon Tunnel at Pammel State Park in Madison County.

Architectural, Structural, and Civil Engineering services will be required.

This request invites Respondents to submit a technical proposal and cost proposal for Phase 1 items identified under Section 4, as well as hourly rates for Phase 2 of the project.

At the completion of Phase 1, which requires providing a detailed report addressing each of the items outlined in Section 4, recommended repair solutions with a minimum design service life of 40 year with minimal maintenance and minor repair work needed under normal environmental conditions; and, at the sole discretion of the Department, the Department will make a determination on moving forward with services related to implementation of Phase 2, developing construction bid packages that efficiently repair the damage. Hourly rates provided by the Respondents will be used as a basis for contracting any additional design and oversight work to be completed as a part of Phase 2 of the tunnel repair project. The DNR will submit the Phase 1 report to the State Historical Preservation Office for review prior to making a determination on moving forward with services related to implementation of Phase 2.

As part of Phase 2, the selected firm will prepare final design in accordance with Iowa Department of Transportation Standard Specifications, including drawings, specifications and cost estimates. In addition, the bid information, addenda, drawings and specifications will be distributed by the DNR.

This RFP is designed to provide Respondents with the information necessary for the preparation of competitive Proposals. The RFP process is for the DNR’s benefit and is intended to provide the DNR with competitive information to assist in the selection process. It is not intended to be comprehensive. Each Respondent is responsible for determining all factors necessary for submission of a comprehensive Proposal. Through this RFP, the DNR is seeking to enter into a contract with a Contractor that will provide the services described herein.

1.5 Background

Harmon Tunnel is a main feature of the Pammel State Park. Originally hand-dug by a mill operator and his two sons, it was widened for passage of vehicular traffic by the Civilian Conservation Corps (CCC) in the 1930's by WWI veterans. It is considered Iowa's sole vehicular highway tunnel.

Preserving the historical significance and architectural character of the Harmon Tunnel structure is an essential part of this project. Every attempt to make repairs to the existing structure and materials without undue demolition or material removal should be made. For areas of the tunnel found to be structurally unstable or unsafe, repair solutions should favor reuse of salvageable existing materials. Where such solutions are not feasible or practical, proposed repair work must be substantiated and approved. All proposed work will undergo review by the State Historic Preservation Office (SHPO) for compliance with Secretary of the Interior (SOI) Standards for Rehabilitation.

The project location maps can be seen in Attachment #1. Photos of the current conditions can be seen in Attachment #2.

The questions, requests for clarifications, or suggestions must be in IMPACS on or before the date and time listed. Oral questions will not be permitted. The Agency assumes no responsibility for oral representations made by its officers or employees unless such representations are confirmed in writing and incorporated into the RFP through an addendum.

2.6 Amendment to the RFP

The Agency reserves the right to amend the RFP at any time using an addendum. The Respondent shall acknowledge receipt of all addenda in its Proposal. If the Agency issues an addendum after the due date for receipt of Proposals, the Agency may, in its sole discretion, allow Respondents to amend their Proposals in response to the addendum.

2.8 Submission of Proposals

This is a mandatory specification and will not be waived by the Agency. Any Proposal received after this deadline will be rejected and returned unopened to the Respondent. It is the Respondent’s responsibility to ensure that the Proposal is received prior to the deadline. Electronic mail and faxed Proposals will not be accepted. There is a 50MB per file size limitation, but no limit to number of files. Plan accordingly.

Respondents must furnish all information necessary to enable the Agency to evaluate the Proposal. Oral information provided by the Respondent will not be considered part of the Respondent's Proposal unless it is reduced to writing.

See Iowa Code Section 72.3. However, the names of Respondents who submitted timely Proposals will be publicly available after the Proposal opening. The announcement of Respondents who timely submitted Proposals does not mean that an individual Proposal has been deemed technically compliant or accepted for evaluation.

2.10 Costs of Preparing the Proposal

The costs of preparation and delivery of the Proposal are solely the responsibility of the Respondent.

2.11 No Commitment to Contract

The Agency reserves the right to reject any or all Proposals received in response to this RFP at any time prior to the execution of the Contract. Issuance of this RFP in no way constitutes a commitment by the Agency to award a contract.

2.12 Rejection of Proposals

The Agency may reject outright and not evaluate a Proposal for reasons including, without limitation:

2.12.0 The Respondent fails to deliver the Cost Proposal as a separate file.

2.2.1 The Respondent acknowledges that a mandatory specification of the RFP cannot be met.

2.2.2 The Respondent's Proposal changes a material specification of the RFP or the Proposal is not compliant with the mandatory specification of the RFP.

2.2.3 The Respondent’s Proposal limits the rights of the Agency.

2.2.4 The Respondent fails to include information necessary to substantiate that it will be able to meet a specification of the RFP as provided in Section 4 of the RFP.

2.2.5 The Respondent fails to timely respond to the Agency's request for information, documents, or references.

2.2.6 The Respondent fails to include proposal security, if required.

2.2.7 The Respondent fails to include any signature, certification, authorization, stipulation, disclosure or guarantee as provided in Section 4 of this RFP.

2.2.8 The Respondent presents the information requested by this RFP in a format inconsistent with the instructions of the RFP or otherwise fails to comply with the specifications of this RFP.

2.2.9 The Respondent initiates unauthorized contact regarding the RFP with a State employee other than the Issuing Officer.

2.2.10 The Respondent provides misleading or inaccurate responses.

2.2.11 The Respondent’s Proposal is materially unbalanced. A Proposal in which line item prices are structured so that it is possible that the Respondent who appears to be low will not end up having the lowest overall cost to the State, due to high prices on particular line items.

2.2.12 There is insufficient evidence (including evidence submitted by the Respondent and evidence obtained by the Agency from other sources) to satisfy the Agency that the Respondent is a Responsible Respondent.

2.2.13 The Respondent is a “scrutinized company” included on a “scrutinized company list” created by a public fund pursuant to Iowa Code section 12J.3.

2.13 Nonmaterial Variances

The Agency reserves the right to waive or permit cure of nonmaterial variances in the Proposal if, in the judgment of the Agency, it is in the State’s best interest to do so. Nonmaterial variances include but are not limited to, minor failures to comply that: do not affect overall responsiveness, are merely a matter of form or format, do not change the relative standing or otherwise prejudice other Respondents, do not change the meaning or scope of the RFP, or do not reflect a material change in the specifications of the RFP. In the event the Agency waives or permits cure of nonmaterial variances, such waiver or cure will not modify the RFP specifications or excuse the Respondent from full compliance with RFP specifications or other Contract specifications if the Respondent is awarded the Contract. The determination of materiality is in the sole discretion of the Agency.

2.14 Reference Checks

The Agency reserves the right to contact any reference to assist in the evaluation of the Proposal, to verify information contained in the Proposal and to discuss the Respondent’s qualifications and the qualifications of any subcontractor identified in the Proposal.

2.15 Information from Other Sources

The Agency reserves the right to obtain and consider information from other sources concerning a Respondent, such as the Respondent’s capability and performance under other contracts, the qualifications of any subcontractor identified in the Proposal, the Respondent’s financial stability, past or pending litigation, and other publicly available information.

2.16 Verification of Proposal Contents

The content of a Proposal submitted by a Respondent is subject to verification. If the Agency determines in its sole discretion that the content is in any way misleading or inaccurate, the Agency may reject the Proposal.

2.17 Proposal Clarification Process

The Agency reserves the right to contact a Respondent after the submission of Proposals for the purpose of clarifying a Proposal. This contact may include written questions, interviews, site visits, a review of past performance if the Respondent has provided goods and/or services to the State or any other political subdivision wherever located, or requests for corrective pages in the Respondent’s Proposal. The Agency will not consider information received from or through Respondent if the information materially alters the content of the Proposal or the type of goods and/or services the Respondent is offering to the Agency. An individual authorized to legally bind the Respondent shall sign responses to any request for clarification. Responses shall be submitted to the Agency within the time specified in the Agency's request. Failure to comply with requests for additional information may result in the rejection of the Proposal.

2.18 Disposition of Proposals

All Proposals become the property of the State and shall not be returned to the Respondent.

Once the Agency issues a Notice of Intent to Award the Contract, the contents of all Proposals will be public records and be available for inspection by interested parties, except for information for which Respondent properly requests confidential treatment according to exceptions provided in Iowa Code Chapter 22 or other applicable law.

The Agency will copy and produce public records upon request as required to comply with Chapter 22 and will treat all information submitted by a Respondent as non-confidential records unless the Respondent requests specific parts of the Proposal be treated as confidential at the time of the submission as set forth herein AND the information is confidential under Iowa or other applicable law.

2.20 Copyright Permission

By submitting a Proposal, the Respondent agrees that the Agency may copy the Proposal for purposes of facilitating the evaluation of the Proposal or to respond to requests for public records. By submitting a Proposal, the Respondent consents to such copying and warrants that such copying will not violate the rights of any third-party. The Agency shall have the right to use ideas or adaptations of ideas that are presented in Proposals.

2.21 Release of Claims

By submitting a Proposal, the Respondent agrees that it will not bring any claim or cause of action against the Agency or the State based on Respondent’s misunderstanding concerning the information provided in the RFP or concerning the Agency's or the State’s failure, negligent or otherwise, to provide the Respondent with complete, pertinent, or accurate information in this RFP, or for any failure to provide information that any Respondent might consider relevant for purposes of making a decision to submit a Proposal or to enter into any Contract resulting from this RFP.

The presentation shall not materially change the information contained in the Proposal.

2.23 Evaluation of Proposals Submitted

Proposals that are timely submitted and are not rejected will be reviewed in accordance with Section 5 of the RFP. The Agency will not necessarily award a Contract resulting from this RFP to the Respondent offering the lowest cost. Instead, the Agency will award the Contract(s) to the Responsible Respondent(s) whose Responsive Proposal the Agency believes will provide the best value to the Agency and the State.

2.24 Award Notice and Acceptance Period

Notice of Intent to Award the Contract(s) will be sent to all Respondents submitting a timely Proposal and may be posted at the website shown on the RFP cover sheet. Negotiation and execution of the Contract(s) shall be completed no later than thirty (30) days from the date of the Notice of Intent to Award or such other time as designated by the Agency. If the successful Respondent fails to negotiate and deliver an executed Contract by that date, the Agency, in its sole discretion, may cancel the award and award the Contract to the remaining Respondent the Agency believes will provide the best value to the State.

2.25 No Contract Rights until Execution

No Respondent shall acquire any legal or equitable rights regarding the Contract unless and until the Contract has been fully executed by the successful Respondent and the Agency.

2.26 Choice of Law and Forum

This RFP and the Contract shall be governed by the laws of the State of Iowa. Changes in applicable laws and rules may affect the award process or the Contract. Respondents are responsible for ascertaining pertinent legal requirements and restrictions. 4.1 Description of Statement of Work

Respondent is to provide a complete design for the necessary repairs of the Harmon Tunnel at Pammel State Park. The repair work should have a minimum design service life of 40 year with minimal maintenance and minor repair work needed under normal environmental conditions.

Construction staking will be the responsibility of the construction contractor.

Construction will occur between December 2026 and August 2027 to accommodate tree clearing and not impact visitors during the Covered Bridge Festival. The tunnel shall remain open as much as possible.

The Respondent shall meet on-site with the DNR to establish goals, objectives, and standards including but not limited to expectations, regulatory requirements, timelines, and communication protocols.

Phase 1 Through coordination with Iowa DNR staff and independent testing and analysis, the Respondent shall assess each of the following tunnel features in need of repair, and provide recommendations for improvement, removal, or replacement in a Phase 1 Analysis Report to be provided to the Iowa DNR Engineering Department:

1. Architectural fascia stone veneer archways over tunnel entrances - Currently, stone is separating from tunnel vault structure behind. Historical construction attached these stones to supporting structures using mortar. Assessment is needed by qualified engineer to determine whether stones can be re-anchored to structure behind, or if replacing the stones with similar new stones and modern anchoring system is a more practical and durable solution. Include recommendations for repair or replacement in Phase 1 assessment report and provide estimated service life after recommended repairs have been completed. Also provide recommended inspection and maintenance procedures in the report.

2. Limestone pieces accumulating at entrance pilasters and at ledges above tunnel entrances - Limestone accumulating in these areas appears to be falling from natural limestone bluff above.

Assess the natural limestone bluff for safety concerns including the possibility of larger sections of bluff falling into the roadway. In Phase 1 assessment report, provide recommended design solutions to mitigate limestone deterioration, detachment, and accumulation. Design solutions shall minimally impact the natural and architectural character of the tunnel and limestone bluff.

Also provide recommended inspection and maintenance procedures in the report.

3. Entrance portal limestone 'wing' walls each side of tunnel (4 total) - Each of the wing walls presents different design challenges. Assess each wall individually for structural integrity and stability, damage caused by vegetation, risk of future damage from vegetation, and general extent of each wall's deterioration. Include recommendations for repair or replacement of each section of wall in Phase 1 assessment report and provide estimated service life after recommended repairs have been completed. Also provide recommended inspection and maintenance procedures in the report.

4. Architectural limestone walls above archways - A small stacked limestone retaining wall above the archway on each side of the tunnel needs to be inspected and assessed for safety.

Determine whether the structural integrity of the wall is weak or weakening and what level of risk there is for stones falling into roadway or walls toppling. Proposed strategies to improve the structure of the walls includes but is not limited to: Tuck-pointing all horizontal and vertical joints, inconspicuously reinforcing the walls with structural steel or concrete systems, replacing deteriorating stones or sections of wall. Include recommendations for repair or replacement in Phase 1 assessment report and provide estimated service life after recommended repairs have been completed. Design solutions shall minimally impact the natural and architectural character of the historical archways. Also provide recommended inspection and maintenance procedures in the report.

5. Repair of cracks and resurfacing of tunnelway walls and overhead structure – Inspect and assess cracking occurring in tunnelway walls and overhead surface. Determine severity of cracks found, their effect on the structural integrity of the tunnel, and propose patching procedures or other remedies to improve the visual appearance and structural integrity of the tunnelway. Refer to the Iowa DOT Inspection Report attached to this RFP and provide any condition discrepancies in Phase 1 assessment report. Also provide recommendations for replacement or repair, and maintenance recommendations in report.

6. Repairs of stone pilasters at each entrance (4 total) - Assess condition of each pilaster tower paying particular attention to areas where walls, archways, or earth abut pilasters. Determine structural integrity of each pilaster and propose repairs such as tuck pointing, crack and/or spalling patching, reinforcement or anchoring as needed for each. Include recommendations for repair or replacement of pilaster stone in Phase 1 assessment report and provide estimated service life after recommended repairs have been completed. Design solutions shall minimally impact the natural and architectural character of the historical pilasters. Also provide recommended inspection and maintenance procedures in the report.

7. Inspect concrete retaining wall each side of west end tunnel entrance for any cracks or spalled areas needing repair. Inspect areas where joint sealants are needed or are in need of repair.

Include recommendations for repair or replacement of concrete retaining walls in Phase 1 assessment report and provide estimated service life after recommended repairs or replacements have been completed. Also provide recommended inspection and maintenance procedures in the report.

8. Inspect concrete walkway at Southeast wingwall for unevenness, cracking, and usability. In the Phase 1 assessment report, state reasons for walkway deterioration and propose remedies for replacement or repairs. This may include modifying grade slopes and earthwork near sidewalks. Inspect areas where joint sealants are needed or where they are in need of repair.

Also provide recommended inspection and maintenance procedures in the report.

The design intent for this project is to provide the state with a completed tunnel repairs project that will extend the expected service life of the tunnel 40 years. Provide design and maintenance recommendations with this timeframe as an expectation, or provide evidence by precedent and commentary substantiating a reduced service life expectation.

The DNR will submit the report to the State Historical Preservation Office for review prior to making a determination on moving forward with services related to implementation of Phase 2.

Phase 2 At the sole discretion of the Department, the Department will make a determination on moving forward with services related to implementation of Phase 2, developing construction bid packages that efficiently repair the damages outlined. Hourly rates provided by the Respondents will be used as a basis for contracting any additional design and oversight work to be completed as a part of Phase 2 of the tunnel repair project.

Under Phase 2 the Respondent shall perform needed surveys, which may include topographic, geotechnical or wetland surveys. The DNR is obtaining archeological clearances. Respondent shall submit 50% complete preliminary drawings showing the basic infrastructure layout in accordance with the state standards and the opinion of probable cost to the DNR. The Respondent shall schedule an in-person or virtual review meeting to go over plans, schedule, and estimated cost. DNR shall provide any comments within five (5) business days of receipt, which the Respondent shall incorporate or address in the 90% drawings.

The Respondent shall prepare applications and apply for construction permits as an agent of the DNR as necessary, including without limitation clearances required by the sovereign lands, construction permits, state floodplain permits, and US Army Corp Section 404 permits.
