About this file

This is a Request for Proposal (RFP) issued by the Iowa Department of Natural Resources (DNR) for architectural and engineering services to design repairs for the Harmon Tunnel at Pammel State Park in Madison County. The project seeks a qualified Architectural, Engineering, and Construction (AEC) firm to repair the architectural stone façade and retaining walls of the tunnel, which is considered Iowa's sole vehicular highway tunnel. The RFP was released on 03 October 2025, with proposals due on 11/19/2025 at 4:00 PM CST. The tunnel, originally hand-dug by a mill operator and his sons and later widened by Civilian Conservation Corps veterans in the 1930s, requires preservation of its historical significance and architectural character.

The DNR emphasizes minimizing demolition and material removal during repairs, with a preference for reusing salvageable existing materials. Any proposed repair work must be substantiated and approved, and will undergo review by the State Historic Preservation Office (SHPO) for compliance with Secretary of the Interior Standards for Rehabilitation. The contact for this RFP is Colton Lullmann, and the proposal is a rebid of a previous solicitation. Interested firms must submit separate technical and cost proposal files, and can access the full contract terms and conditions on the Iowa DNR website. No commodity codes have been added to this solicitation, and there are currently no product or service line items specified in the document.

Objective: The DNR Seeks to Purchase: Architectural and Engineering services from a qualified AEC firm for the design of the repair of architectural stone façade and retaining walls for Harmon Tunnel at Pammel State Park in Madison County.

Background information: Harmon Tunnel is a main feature of the Pammel State Park. Originally hand-dug by a mill operator and his two sons, it was widened for passage of vehicular traffic by the Civilian Conservation Corps (CCC) in the 1930's by WWI veterans. It is considered Iowa's sole vehicular highway tunnel.

Preserving the historical significance and architectural character of the Harmon Tunnel structure is an essential part of this project. Every attempt to make repairs to the existing structure and materials without undue demolition or material removal should be made. For areas of the tunnel found to be structurally unstable or unsafe, repair solutions should favor reuse of salvageable existing materials.

Where such solutions are not feasible or practical, proposed repair work must be substantiated and approved. All proposed work will undergo review by the State Historic Preservation Office (SHPO) for compliance with Secretary of the Interior (SOI) Standards for Rehabilitation.
