About this file
The document is a Supplemental Information Letter No. 1 issued by the City of Salem's Department of Finance Services, Contracts & Procurement for Bid No. 256022, seeking a Window Washing and Pressure Washing Contractor of Record. The bid covers window washing and pressure washing services for multiple municipal facilities, including Liberty Square Parkade, Chemeketa Parkade, Marion Parkade, Pringle Parkade, Bush House, Deepwood House, Gilbert House, Rockenfield-Bean House, Parrish House, City Hall, Main Library, Center 50+, various Shop Buildings, Salem Police Station, and Public Works Operations Building. The bid closing date is April 23, 2025, at 11:00 AM local time, with the solicitation seeking comprehensive cleaning services for both interior and exterior building surfaces.
The supplemental information letter addresses specific bidder inquiries regarding service locations, cleaning scope, and pricing methodology. The bid requires pricing per surface type (flat, 0'-10', above 10') rather than per location, allowing flexibility for the city to request cleaning services at different areas across various facilities. The document clarifies that elevator and skybridge glass can be cleaned from either interior or exterior sides, and seeks clarification on the specific parkade areas requiring pressure washing. The pricing structure suggests the city intends to establish a flexible contract that allows for targeted cleaning services across its municipal properties, with unit pricing that facilitates easy cost estimation for different surface types and cleaning requirements.

SUPPLEMENTAL INFORMATION LETTER NO. 1
APRIL 2, 2025
BID NO. 256022
FOR: WINDOW WASHING AND PRESSURE WASHING
CONTRACTOR OF RECORD
CLOSING DATE: APRIL 23, 2025 AT 11:00 AM (LOCAL TIME)
Dear Bidder:
The following are questions and answers received on this bid:
I’m reaching out to request the addresses for the following locations. Additionally, could you confirm if the elevator windows and skybridge are both interior and exterior?
Here is a listing of the building addresses you requested:
A. Liberty Square Parkade – 199 Liberty St SE / Salem
(Elevator Glass Only)
B. Chemeketa Parkade – 300 Commercial St NE / Salem
(Skybridge and Elevator Glass Only)
C. Marion Parkade – 400 Marion St NE / Salem
(Elevators and Stairwell Glass, including Stairwell Glass Canopies)
D. Pringle Parkade – 399 High St SE / Salem
(Elevator Glass Only)
E. Bush House – 600 Mission St. SE / Salem
(Exterior Only)
F. Deepwood House – 1116 Mission St. SE / Salem
(Exterior Only)
G. Gilbert House – 116 Marion St. NE / Salem
H. Rockenfield-Bean House – 154 Marion St SE / Salem
I. Parrish House – 470 Water St NE / Salem
J. City Hall – 555 Liberty St SE / Salem
K. Main Library – 585 Liberty ST SE / Salem
L. Center 50+ - 2615 Portland Rd NE / Salem
M. Shop Buildings

Shop 30 – 1504 22nd St SE / Salem
N. Salem Police Station – 333 Division St NE / Salem
O. Public Works Ops Building – 1457 23rd St SE / Salem
The elevator & skybridge glass can be either inside or outside or both sides at the same cleaning time.
I'm hoping you can help define the areas in the different parkades to receive pressure washing. One
Parkade, Marion for example, alone has many times the square footage the bid is specifying.
Is there drawings showing which elememts of each parkade will be cleaned?
The bid document is asking for a total cost per surface type (flat, 0’ – 10’, above 10’, etc.) per the Est quantity sq. ft. The bid is not asking for a cost per location. For an example, one time we may need pressure washing performed in the stairs then another time we might need the sidewalks cleaned up at a different location.
