About this file

This is a Specifications Package document for the Florida Department of Transportation (FDOT) prepared for Sarasota County, establishing standard specifications and special provisions for a Unit Price Contract (UPC) for Transit Shelter and Shelter Pad Installation. The contract covers materials and services for constructing concrete pads and installing County-provided prefabricated bus shelters and accessories, with an anticipated initial term of three years. The specifications package incorporates the FY 2024-25 Edition of the Florida Department of Transportation Standard Specifications and includes detailed requirements for surveying, project signs, mobilization, maintenance of traffic, clearing and grubbing, gopher tortoise protection, pervious concrete pavement, concrete bumper guards, bollards, and landscaping work. The document establishes multiple supplemental specifications and special provisions specific to County requirements, with payment structures organized by work item numbers and varying units of measurement including each (EA), lump sum (LS), hourly rates (HR), square yards (SY), acres (AC), and cubic yards (CY).

The specifications establish tiered mobilization payment rates based on total work assignment dollar amounts (less than $100,000; $100,001 to $200,000; and greater than $200,000), with separate provisions for night work including portable lighting. Performance and payment bonds are required only for work assignments of $200,000 or greater. Contractors must submit schedules of submittals within 14 days of Purchase Order issuance and work progress schedules within 14 calendar days thereafter, with shop drawing review periods of seven days. Contract time commences either on the County-issued Notice to Proceed date or 21 days after Purchase Order issuance, whichever is earlier. The specifications include specific requirements for County-furnished equipment installation, traffic control plan preparation (with PE seal required for complex assignments), construction stakeout by Florida-licensed professional land surveyors at hourly rates, and one-year warranty provisions post-final acceptance. Additional provisions address bituminous material adjustment allowances, time restrictions, community notices, clearing and grubbing measurements by acreage or each (minimum charge for less than one acre), tree removal for trees with diameter at breast height greater than 4 inches, and comprehensive landscaping requirements including certified landscape technician or contractor supervision and Florida commercial nursery stock specifications.

Payment will be for the quantities furnished, installed, and accepted.

When the method of measurement for tree or palm removal is a per each pay item, the size is determined by the measured diameter rounded to the nearest inch at four- and one-half feet above the existing ground. Vegetation with multiple trunks extending from a common rootbase will be measured at a point one half the distances between the ground and the first stem or branch and will be considered as one tree.

The quantities to be paid for tree soil layer is per square yard, furnished and installed for soil meeting the test criteria and layer thickness shown in the plans, and accepted by the Engineer.

The quantities to be paid for Recycled Hardwood Mulch, including filter fabric, will be the quantity in cubic yards furnished and installed at a minimum thickness of 3” for areas shown on the plans or directed by the Engineer.

Shrub removal shall be incidental to the clearing and grubbing pay item.
