C. Chemical joint sealing material shall be acrylic resin type and shall be furnished with activators, initiators, inhibitors and any other materials recommended by the manufacturer for a complete sealing system.
D. Sealing grout shall be furnished in liquid form in standard manufacturer’s containers.
PART 3 EXECUTION
3.01 SYSTEM FLOW CONTROL
A. The Contractor shall divert the upstream system flow around the section(s) of pipe being lined, and discharge the intercepted flow to a downstream structure or other suitable outlet. By-pass set- up and operation shall be as specified in the Technical Specifications.
B. If system flow is minimal and repairs and lining can be installed in a timely manner, by-passing may not be required.
C. The Contractor shall be responsible for any system back-up or any damage that may be caused by the Contractor’s operations.
3.02 CLEANING AND TELEVISING
A. The Contractor shall clean and televise the pipeline sections to be repaired and lined. The interior surface of the pipeline shall be cleaned with high pressure water jet equipment prior to receiving a new liner. In-line cutters shall be used by the Contractor to remove waste product build-up, hard scales (tuberculation), roots, debris, grease, lateral projections, and resin slugs before any repair or lining work is performed. All lateral locations and obstructions, such as dropped joints and protruding laterals, pipe damage, and infiltration points shall be noted on the digital video record (DVD) and recorded in the cleaning and television inspection logs. All observations noted
Page 4 of 6 Section 02530 in inspection logs shall be entered in accordance with the NASSCO PACP and MACP format.
B. The Contractor shall notify the County if any severe problems are discovered during televising that would prohibit the repair and installation of the liner. If conditions such as a broken pipe or major blockages are found that will prevent proper cleaning, or where additional damage would occur if cleaning is attempted or continued, the Contractor shall notify the County and request further direction on how to proceed.
C. Any damage caused by the Contractor to any existing pipe or structure will be immediately repaired to a condition equal to or better than its original condition at the Contractor’s expense.
3.03 PROTRUDING LATERAL CONNECTIONS AND ROOTS
A. Existing lateral connections and roots that protrude into the main pipeline shall be removed to within one-quarter (1/4”) inch of the inside wall of the main line pipe by means of robotic and/or mechanical equipment. Lateral connection and root protrusions shall be ground using grinding tools specifically designed for this purpose. The finished product shall be uniform and smooth to accept main line repair and lining products to provide a proper seal.
3.04 LINER INSERTION
A. The Contractor shall obtain all field measurements required to properly size the liner for installation. The proposed liner shall be sized to provide for a tight fit to the inside circumference of the host pipe and extend sufficiently from end to end of the pipe section. The pipe liner shall be installed in strict accordance with the Manufacturer’s recommendations, and the requirements of the ASTM Standards specified. Liner shall be free of irregularities, pinholes, tears, cracks, excessive wrinkling and sealed so as to eliminate the possibility of infiltration in the pipeline run, at lateral connections, and at the end structures.
B. Chemical sealant compatible with liner material shall be injected by the use of standard packer device and equipment if a tight seal is not obtained or leaks occur. Extraneous sealant left inside pipe shall be readily removable;
and shall be compatible with the repair resin utilized.
C. The Contractor shall notify the County in a timely fashion if the lining process is delayed and would continue to cause system interruption affected by the lining operation. In this situation, the Contractor shall be responsible for taking steps necessary to reconnect system components or provide a by-pass operation, satisfactory to the County.
3.05 LATERAL RECONNECTIONS
A. Lateral reconnections shall be completed as soon as possible upon completion of the pipe section lining operation and with the approval of the County.
Page 5 of 6 Section 02530
B. Re-connections shall be accomplished without excavation using robotic cutter. Cuts shall be neat and smooth with the lateral line opened to ninety-five (95%) percent of the inside diameter in order to prevent blockages.
All cuttings and coupons shall be recovered prior to putting the main line back into service.
C. The Contractor shall stop all visible lateral line leaks and seal each connection to the new liner with compatible grouts or other approved compatible sealants.
D. In the event reconnection within the pipe cannot be accomplished or failure occurs during the reconnection process, the Contractor may be required to excavate and reconnect the lateral line to the existing main using approved methods at the Contractors expense.
E. Due to the critical nature of lateral reconnections, the Contractor shall keep back up robotic equipment on site to eliminate any delay to the reactivation of the system.
3.06 TRAFFIC CONTROL AND MAINTENANCE OF TRAFFIC
A. Pipelines to be rehabilitated may be in backyard easements, light traffic subdivision roadways, collector roads, or highways requiring Maintenance of Traffic plans conforming to Florida Department of Transportation and Sarasota County requirements.
3.07 CLEANUP
A. Cleanup is an essential part of the work. As the work progresses and is completed, the Contractor shall clean the various work sites of all excess materials and debris, completely restoring all work areas to the satisfaction of the County. This cleanup shall be done as promptly as practicable and shall not be left until the end of the project. No part of the work is considered complete and no payment will be made until cleanup has been completed and accepted by the County.
3.08 FINAL ACCEPTANCE
A. Inspection of completed lines shall be by television inspection at the Contractor’s expense. The Contractor shall provide the County with two (2) copies of the digitized audio-video record in DVD format (Granite XP or equal), on USB flash drives of the completed repaired and lined mains with data-view and accurate footage displayed as follows:
1) Street name and nearby address
2) Structure numbers
3) Size and material of pipe
4) Lateral connection locations, right or left, with camera head rotated at each location to view into lateral.
5) All distances between structures
