About this file
Summary
This is a Schedule A - Statement of Work document for Request for Proposal No. 250000003137 issued by the Michigan Department of Military and Veterans Affairs (DMVA) for annual kitchen exhaust degreasing services. The DMVA requires ongoing degreasing services at mess halls and dining facilities across multiple installations, including Fort Custer Training Center in Augusta, Battle Creek Air National Guard Base, Joint Force Headquarters in Lansing, Camp Grayling, and Alpena Combat Readiness Training Center. Contractors must be Certified Exhaust Cleaning Specialists (CECS) adhering to NFPA 96 standards and capable of servicing a variety of kitchen and mess hall exhaust systems. The scope encompasses disassembly and cleaning of hoods, filters, troughs, grease cups and traps, ductwork cleaning, steam or heated pressure washing, system reassembly, post-cleanup, certificate installation, and detailed reporting with before and after photos. The DMVA reserves the right to award multiple contracts by region, with preference for contractors able to service the entire lower peninsula. Contractors must contact each location within 10 business days of order receipt to schedule services and may be required to perform work during evening and night hours to accommodate continuous kitchen operations.
Pricing is firm for the entire contract length with adjustments permitted only upon documented evidence of actual contractor cost changes, subject to a 30-day review and negotiation period by both parties. The contract includes liquidated damages of $500 plus $100 per day for late or improper completion. There is no guarantee of work, as authorization is contingent upon funding. Contractors must establish a dedicated Program Manager available during standard business hours (8:00 a.m. to 5:00 p.m. EST) via toll-free phone number and provide services during standard state working hours (Monday-Friday, 7:00 a.m. to 4:00 p.m. EST) with flexibility for extended hours. Invoices must include specific details and be submitted electronically to DMVA-AccountsPayable@michigan.gov with payment made via Electronic Fund Transfer. The contractor must submit a comprehensive project plan within 30 calendar days of the effective date, maintain security protocols including background checks and identification procedures, and provide proof of completed work with proper equipment tagging.
