About this file

This document is a Market Survey Capabilities Statement issued by the Federal Aviation Administration (FAA) for an Aviation Weather Radar (AWR) project. The FAA is seeking detailed information from potential vendors about their capabilities to develop a new weather radar system, with specific requirements including the ability to design, develop, and deploy a radar system within 12 months, provide a rough order of magnitude cost estimate, and demonstrate experience with similar complex projects. Vendors are asked to submit comprehensive responses addressing their technical capabilities, past contract performance, project completion capacity, and potential subcontractor involvement.

Key submission requirements include providing company details, a completed Business Declaration Form, SBA 8(a) Certification (if applicable), a narrative response addressing specific capabilities, a capability statement, and business designation information. Responses must be emailed to Dana Brooks by 3:00 PM Eastern Time on October 15, 2025, in Microsoft Word or PDF format. The market survey is informational only, with no guarantee of future solicitation, and responses will be used to assess vendor capabilities for a potential future AWR contract procurement by the FAA's Aviation Weather Sensors program office.

Submitted documentation must clearly demonstrate (to include any engineering documentation) that the vendor can produce a radar meeting the requirements specified in the accompanying documents. In addition, the submitted documentation should address/demonstrate the following:

a. The vendor's ability to provide a plan, design, development, and deployment of a new weather radar system within a 12-month period.

b. Rough Order of Magnitude estimate for the development, testing and delivery to include foundation, shelter, and radar; include Overhead, General & Administrative (G&A), and Non-Recurring Engineering costs (for market research purposes only). See appendix A.

2. Detailed description of current or previous contracts, including size and type of previous contracts, that are of similar size, scope and complexity to the requirements as outlined in the Draft AWR Requirements document. Provide detailed information, if available, must consist of:

4. Can your company complete 37 projects, located in multiple geographic locations, within a 3-year period?

5. What standards does your company follow when accomplishing work in support of design-build type efforts (ex: foundations for shelters, towers, etc.)?

6. What is the anticipated footprint for your company’s solution to the requirements (ex: foundations for shelters, towers, etc.)?

7. Number of years in business providing the same or similar services as related to the Draft AWR Requirements document.

8. If your company will require the services of additional subcontractors to perform the requirements of this contract, please identify any subcontracts, teaming agreements, or partnerships and the estimated percentage of work each third party would perform against the total effort of the contract.
