About this file
This is a Local Vendor Preference Certification Form (Form 4) issued by Collier County, Florida, in conjunction with Request for Proposals 25-8426 for Collection Agency Services. The form allows vendors to certify their status as local businesses eligible for local vendor preference consideration in the procurement process. Vendors must affirm they maintain a physical business address within Collier County limits, operate from a permanent structure zoned for business conduct, contribute measurably to the county's economic development, and possess a current local Business Tax Receipt issued by the Collier County Tax Collector prior to bid submission. Proposals must be submitted electronically through the Collier County Procurement Services Division Online Bidding System by March 12, 2026, at 3:00 PM EST. The County seeks to award a single contract for collection agency services managing approximately 10,500 delinquent and non-deliverable accounts totaling approximately $8.8 million in receivables for an initial three-year term with two optional one-year renewal periods.
Local vendor preference accounts for 10 points in the evaluation scoring system, which totals 100 points. Vendors misrepresenting their local preference status will lose eligibility to claim local preference status for up to one year. The County historically has spent approximately $940,000 annually on collection agency services, though this may not be indicative of future spending. Pricing must remain firm during the initial contract term with future price adjustments limited to no more than 3 percent annually or the Consumer Price Index for all Urban Consumers for the Miami-Fort Lauderdale area, whichever is less, subject to budget availability and approval. No current incumbent vendor has been identified in solicitation materials, and there are no designated set-asides restricting response to disadvantaged enterprises, though proposers may claim Certified Woman and/or Minority Business Enterprise status for evaluation consideration.

Vendor affirms that it is a local business as defined by Section Sixteen of the Collier County Procurement Ordinance:
• A physical business address in Collier County with a County business address as listed with the Florida Department of State, Division of Corporations located within the limits of Collier County from which the vendor's staff operates and performs business in an area zoned for the conduct of such business. A post office box or a facility that receives mail, or a non-permanent structure such as a construction trailer, storage shed, or other non-permanent structure shall not be used to establish the physical address. Vendors shall affirm in writing their compliance with the foregoing at the time of submitting their bid or proposal to be eligible for consideration as a "local business" under this section. • A current local Business Tax Receipt (also known as an Occupational License) issued by the Collier County Tax Collector prior to bid or proposal submission.
If requested by the County, Vendor will be required to provide documentation substantiating the information given in this certification. Failure to do so will result in the vendor’s submission being deemed non-responsive.
