About this file
This is a Request for Proposals (RFP) issued by the Collier County Board of County Commissioners Procurement Services Division on behalf of the Emergency Medical Services Division for collection agency services. The County seeks a qualified collection agency to manage delinquent and non-deliverable accounts receivable that have exhausted internal collection efforts. Based on FY 2024 data, the Emergency Medical Services Division estimates an annual volume of approximately 10,500 uncollectible or non-deliverable accounts totaling approximately $8.8 million, with monthly placements averaging $550,000 to $1,418,000 (662 to 1,582 accounts). Most accounts will be assigned when they reach 120 days past due. Proposals are due March 12, 2026, at 3:00 PM EST and must be submitted online via the Collier County Procurement Services Division Online Bidding System. The County intends to award to a single awardee for an initial three-year term with two optional one-year renewal periods. No pre-proposal conference is scheduled.
The County historically spent approximately $940,000 annually on collection services, though this may not be indicative of future spending patterns. Pricing will remain firm during the initial contract term, with future price adjustments limited to no more than 3% annually or the Consumer Price Index for all Urban Consumers (CPI-U) for the Miami-Fort Lauderdale area, whichever is less, subject to budget availability and approval. The selected vendor must comply with the Fair Debt Collection Practices Act, Florida Consumer Collection Practices Act, HIPAA requirements, PCI DSS compliance standards, and maintain appropriate Florida licensing for collection agency operations. Evaluation criteria include cover letter and management summary (5 points), Certified Woman and/or Minority Business Enterprise status (5 points), business plan (20 points), cost of services (20 points), experience and capacity of the firm (20 points), specialized expertise of team members (20 points), and local vendor preference (10 points), for a total of 100 points. References from the past five years demonstrating similar project scope and complexity are required, with three to ten references submitted using the County's reference form.

All references to “Proposer” are also referred to as “Consultant,” “Firm,” “Offeror,” “Contractor,” and “Vendor.”
The results of this solicitation may be used by other County departments once awarded according to the Board of County Commissioners Procurement Ordinance.
Historically, County departments have spent approximately $940,000.00; however, this may not be indicative of future buying patterns.
BACKGROUND
Collection services are required for a variety of County Divisions where non-payment has occurred, and where County and/or its designated billing consultants have exhausted their collection efforts. Most accounts will typically be assigned to the vendor when determined to be one hundred twenty (120) days past due. However, determination as to which accounts will be assigned to the vendor and when such assignment is to be made rests solely with the County’s Project Manager or designee.
In relation to Collier County's Emergency Medical Services Division, an estimated volume based off FY 2024 of ten thousand five hundred (10,500) uncollectible or non-deliverable accounts totaling approximately 8.8 million dollars ($8,8000,000.00). Emergency Medical Services Division will place an average of $550,00.00 -$1,418,000.00 (662- 1,582 accounts) each month with the Collection Agency.
AWARD AND TERM OF AGREEMENT
Collier County reserves the right to select one, or more than one Proposers for award as deemed the best value to the County; however, it is the intent to:
• Single Awardee
The results of this solicitation may be used by other County departments/divisions once awarded.
The agreement term is intended to be for three (3) years with two (2) one (1) year renewal options.
Prices shall remain firm for the initial term of the awarded Agreement. Requests for consideration of a price adjustment must be made prior to the contract renewal date thereafter and submitted in writing to the Division Director of Facilities Management. Price adjustments are dependent upon the most recent 12-month Consumer Price Index for all Urban Consumers (CPI-U) for the Miami-Ft. Lauderdale area, budget availability, and Facilities Director or designee approval, and cannot exceed 3% annually, whichever is less.

The Procurement Director or designee has the authority to approve price adjustments in accordance with the Procurement Ordinance, as amended. Price increase requests are not guaranteed. If approved, the Contractor will be notified in writing with the effective date of any approved price increases.
The County may, after examination, refuse to accept the adjusted rates if they are not properly documented, or considered to be excessive, or if decreases are considered to be insufficient. In the event the County does not wish to accept the adjusted rates, and the matter cannot be resolved to the satisfaction of the County, a contract termination will be processed.
