About this file
This file contains General PUD Performance Standards for Collier County, Florida's Public Utilities Department, establishing mandatory reliability engineering criteria for solicitations and contracts related to water plants, wastewater treatment facilities, pump stations, and solid waste operations. The 5N Performance Criteria require zero offsite odors, zero sanitary sewer overflows or spills, zero offsite fugitive dust emissions, and mitigation of noise and light emissions prior to facility fence lines, all maintained 24/7/365. Any deviations from these standards require advance review and recommendation by both Engineering and Operations Division Directors for Department Head approval. These performance standards are directly applicable to RFP 25-8403R for Biosolids Hauling Services, a grant-funded procurement issued by Collier County's Procurement Services Division on behalf of the Public Utilities Department with a May 7, 2026 submission deadline at 3:00 PM EST via the online bidding portal.
The biosolids hauling solicitation encompasses transportation, dewatering where applicable, and disposal services from five county wastewater facilities, with monthly volumes ranging from 1,791 to 2,000 tons for non-dewatering locations and 208,730 to 360,000 gallons for dewatering-required locations. Proposers must select and bid on all line items for either non-dewatering or dewatering-required facility categories, with services scheduled Monday through Saturday, 5:00 AM to 5:00 PM, and normal requests serviced within 48 hours and urgent requests within two hours. The County intends to award multiple contractors with separate awardees designated for each facility category under an initial five-year contract term with three optional five-year renewals, requiring 18 months' notice for non-renewal. Qualified proposers must comply with all federal, state, and local regulatory standards including FDEP, EPA, and OSHA requirements; furnish a Payment and Performance Bond; maintain Workers' Compensation and liability coverage ($1,000,000 Commercial General Liability per occurrence, $1,000,000 Automobile Liability per occurrence); be enrolled in E-Verify; and comply with PUD Performance Standards. Historical annual spending for biosolids hauling has been approximately $3,700,000, though this figure is not guaranteed to represent future purchasing patterns. Evaluation criteria include cost management, schedule adherence, work quality, personnel professionalism, and customer satisfaction as demonstrated through Reference Questionnaires.
