About this file
This document is a Performance Standards exhibit for the Collier County Board of County Commissioners Public Utilities Department, establishing mandatory reliability engineering criteria for biosolids hauling services under RFP 25-8403R. The solicitation seeks qualified contractors to provide biosolids transportation, dewatering where applicable, and disposal services from five wastewater treatment facilities: North County Water Reclamation Facility (2,000 tons monthly), South County Water Reclamation Facility (1,791 tons monthly), Golden Gate Wastewater Treatment Plant (360,000 gallons monthly), Orange Tree Wastewater Treatment Plant (358,705 gallons monthly), and Northeast Service Area Interim Wastewater Treatment Plant (208,730 gallons monthly). Services will operate Monday through Saturday, 5:00 AM to 5:00 PM, with normal service requests fulfilled within 48 hours and urgent requests within two hours. The RFP deadline is May 7, 2026, at 3:00 PM EST, with submission through the online bidding system at https://procurement.opengov.com/portal/collier-county-fl. The County intends to award multiple contractors with separate awardees for non-dewatering and dewatering-required facilities, with an initial five-year contract term and three optional five-year renewal periods requiring 18 months' notice for non-renewal.
The performance standards require contractors to maintain zero offsite odors, zero sanitary sewer overflows or spills, and zero offsite fugitive dust emissions on a 24/7/365 basis, with noise and light emissions mitigated to the fence line per code, and any deviations subject to Engineering and Operations Division Director review and Department Head approval. Proposers must hold all necessary federal, state, and local regulatory compliance certifications (FDEP, EPA, OSHA), furnish a Payment and Performance Bond equal to contract value, and maintain Worker's Compensation and liability insurance ($1,000,000 per occurrence commercial general liability). The County historically spent approximately $3,700,000 annually for biosolids hauling, though this figure is not indicative of future purchasing patterns. The solicitation includes local vendor preference provisions and is grant-funded, with no specific disadvantaged enterprise set-asides identified. No incumbent contractors are identified, representing an open competitive procurement opportunity with evaluation criteria including cost management, schedule adherence, work quality, personnel professionalism, and customer satisfaction as demonstrated through reference questionnaires.
