About this file
This is a Performance Standards exhibit document prepared by Collier County's Public Utilities Department in Florida, establishing mandatory reliability engineering criteria for biosolids hauling and related public utility operations. The five key performance standards (5Ns) require contractors to maintain zero offsite odors, zero sanitary sewer overflows or spills (both onsite and offsite), zero offsite fugitive dust emissions, mitigated offsite noise prior to facility fence lines, and mitigated offsite light emissions prior to fence lines, all on a 24/7/365 basis. These standards apply to water plants, wastewater plants, pump stations, solid waste sanitary landfills, transfer stations, and other public utilities infrastructure. Any deviations from these criteria require advance review and recommendation by both the Engineering and Operations Division Directors, with final approval authority resting with the Department Head.
These performance standards are mandatory contractual requirements that all proposers responding to RFP 25-8403R for biosolids hauling services must comply with in their proposals and throughout contract execution. The standards represent non-negotiable operational expectations that contractors must meet regardless of facility location or service type, whether providing services at North County Water Reclamation Facility, South County Water Reclamation Facility, Golden Gate Wastewater Treatment Plant, Orange Tree Wastewater Treatment Plant, or Northeast Service Area Interim Wastewater Treatment Plant. Compliance with these standards is a prerequisite for contract award and continued performance under the initial five-year term plus three optional five-year renewal periods.
