About this file
This document is a Lighting Design Analysis Report prepared by Kisinger Campo & Associates (KCA) for Collier County, Florida, focusing on the South 1st Street (Immokalee Road - C.R. 846 E) lighting improvement project. The project aims to enhance pedestrian and motorist safety by upgrading street lighting from School Road / Seminole Crossing Trail to Eustis Avenue. The design utilizes GE Evolve ERL2 150W LED luminaires, with two pole types: conventional light poles mounted at 40' with an 8' arm and retrofit luminaires on utility poles mounted at 34' with a 12' arm. The lighting design follows the Florida Department of Transportation's corridor lighting criteria, with a focus on improving illuminance uniformity and providing adequate vertical illumination for Rectangular Rapid Flashing Beacon (RRFB) crosswalks.
The report includes detailed photometric analysis using AGi32 software, demonstrating compliance with FDOT lighting standards such as a horizontal average illumination of 1.5 footcandles, an average-to-minimum ratio of 4:1 or less, and a maximum-to-minimum ratio of 10:1 or less. A new 240V load center is proposed with a spare circuit for future lighting phases. The voltage drop calculations show a minimal voltage drop of 0.33%, well within the maximum allowable 0.80%. The ultimate project condition will extend beyond this phase, ending at Main Street (CR 29), with plans to implement safer, more focused pedestrian crossings by reducing RRFB crossing locations and removing non-RRFB crosswalks.

1. Introduction
This Lighting Design Analysis Report (LDAR) has been prepared by Kisinger Campo & Associates
(KCA) as part of Project No.: 33831-01 along South 1st Street (Immokalee Road - C.R. 846 E) in
Immokalee, FL. The purpose of this memorandum is to report the results of the lighting analysis
(photometric calculations) conducted for Project No.: 33831-01 using Light Emitting Diode (LED) luminaires. The analysis was based on FDOT’s roadway lighting criteria for Corridor Lighting.
1.1. Project Description
The purpose of this project is to improve pedestrian and motorist safety on South 1st Street in
Immokalee, FL through lighting improvements. This phase of the project includes lighting improvements on South 1st Street (Immokalee Road - C.R. 846 E) from School Rd. / Seminole
Crossing Trail to Eustis Ave. The ultimate condition will include improvements beyond this phase, ending at Main St (CR 29). The ultimate condition will have safer and more focused pedestrian crossings, using Rectangular Rapid Flashing Beacons (RRFBs) at fewer crossing locations and removing non-RRFB crosswalks.
The existing LED street lighting is spaced outside of the acceptable levels of corridor illuminance uniformity and will not provide adequate vertical illumination for the RRFB crosswalks. By upgrading the existing lighting with pedestrian safety and corridor uniformity in mind, the ultimate condition will greatly improve pedestrian visibility and multimodal safety. Utilizing existing utility pole lighting with retrofit LEDs and proposed conventional light poles will allow for standard uniformity levels to be met while managing high installation costs.
2. Lighting Analysis
2.1. Lighting Criteria
The lighting for this project will be designed in accordance with the Florida Department of
Transportation’s Design Manual (FDM) Chapter 231 for Corridor Lighting. The criteria is summarized in Table 2.1.
January 2025 4
Table 2.1: FDOT Lighting Criteria

Horizontal Average Illumination (HFC) 1.5
Vertical Average Illumination (VFC) N/A
Avg. / Min 4:1 or less
Max / Min 10:1 or less
Veiling Luminance Ratio 0.3:1 or less
2.2. Photometric Analysis
The design application used in performing the photometric analysis was AGi32. The design luminaire selected is the GE Evolve ERL2 150W luminaire, which is an approved luminaire by Collier County.
There are two pole types for the proposed lighting. Conventional light poles will be mounted at 40’ and use an 8’ arm. Retrofit luminaires mounted on utility poles will be mounted at 34’ and use a 12’ arm. Appendix A summarizes the results of the photometric analysis, and Appendix B displays the manufacturer’s specifications for the GE Evolve ERL2.
2.3. Electrical Power Service
A new 240V load center is proposed on the project with spare circuit for the future lighting proposed in the next phase. The loads on each spare circuit will be determined in the next phase. The service point details and voltage drop calculations for the single active circuit are shown in Appendix C.
