About this file

Summary

This is a Change Order Request for Participation in a Piggyback Contract submitted by the State of Illinois, Central Management Services (CMS), extending the Joint Purchase Master Contract (JPMC) for NASPO Vehicle & Box Truck Rentals with The Hertz Corporation. The contract, originally established through participation in NASPO contract #10700-00043390, provides vehicle and box truck rental services for use by state agencies and other entities authorized by Illinois statutes. The initial contract term was scheduled from July 22, 2025, through August 1, 2026. The change order extends the contract completion date to July 31, 2030, adding forty-eight months to the agreement as permitted under the original NASPO contract framework. This extension was approved by NASPO and Hertz on March 17, 2026, and CMS is requesting the same extension for its participation contract.

The initial contract value was $7,338,852.10; however, the revised cost structure is designated as an Indefinite Quantity arrangement, reflecting the as-needed nature of vehicle and box truck rentals. The extension was unanimously approved by all reviewing parties, including the Agency Purchasing Officer (David W. Thomas), State Purchasing Officer (John H.H. Demien, CPPB), Unified Procurement Program Representative (Joshua Sergent), and Chief Procurement Officer (Ellen H. Daley), all on June 15, 2026. The approving authorities determined that the extension benefits the state by providing continued access to competitive rental rates and establishing a long-term procurement solution for multiple state agencies requiring vehicle and box truck rental services.
