About this file

This is Addendum No. 2 to a Request for Letters of Interest (RFLOI) issued by the City of Greenville and the Greenville Metropolitan Planning Organization (MPO) in North Carolina for the development of the 2026 Greenville MPO Active Transportation Plan Update. The project seeks qualified consultants to develop a long-range transportation planning document that identifies and prioritizes existing and future bicycle and pedestrian infrastructure projects within the MPO's planning area. Consultants must be pre-qualified by the North Carolina Department of Transportation and demonstrate expertise across multiple discipline codes including landscape and streetscape design, multimodal transportation planning, public involvement, long-range transportation planning, visualization, municipal and regional planning studies, multi-use trail design, multimodal map preparation, and multimodal connectivity and facilities planning. The original RFLOI was issued on March 6, 2026, with this addendum issued on March 25, 2026. The deadline for submission of letters of interest is April 2, 2026, at 5:00 p.m. Eastern Standard Time, with interviews scheduled for April 9 and 10, 2026, and firm selection and notification expected by April 17, 2026. Subconsultants are permitted, allowing prime consultants to partner with specialized firms to collectively meet the comprehensive scope requirements.

The maximum contract value is $125,000 per the Unified Planning Work Program (UPWP) approved at the most recent Technical Advisory Committee meeting. The contract will be partially reimbursed with Federal-aid funding through the North Carolina Department of Transportation, indicating mixed funding sources. No set-asides, disadvantaged business enterprise restrictions, or incumbent vendor identifications are noted in the procurement documentation. Addendum No. 2 clarifies that firms are not required to hold pre-qualification in all listed discipline codes but must collectively cover sufficient codes to complete the scope of work. The addendum also confirms that firms need not be pre-qualified under the outdated NCDOT code 501 (Multimodal Facilities Planning) if it no longer appears in the pre-qualification system. Inquiries regarding this RFLOI should be directed to Jeffery Rashko, Planner I, at JRashko@greenvillenc.gov.

Greenville MPO Active Transportation Plan Update Addendum No. 2

Project Name: Greenville MPO Active Transportation Plan Update

RFP No.: 25-26-36

Prepared By: Jeffery Rashko Date: 3/25/2026

General Questions were asked about the Request for Letters of Interest. Answers to the questions are in red:

Q: Does this mean that the prime consultant and/or subconsultant team members must collectively be prequalified in any combination of the listed discipline codes?

A: Yes, if a consultant decides to bring on a subconsultant to assist in the development of the plan, they can collectively be prequalified in any combination of the discipline codes listed.

All I would ask is that you just provide information on which firm covers which discipline code or codes.

Q: Would a firm be considered non-responsive if they do not hold prequalification in all the listed discipline codes?

A: No, A firm would not be considered non-responsive if they do not hold prequalification in all the listed discipline codes. A long list of discipline codes was provided to cover the various aspects mentioned in the scope of work, the consultant doesn’t need to cover every discipline code but should cover enough of the discipline codes to complete the scope of work outlined.

Q: Is there an anticipated budget or funding range that can be shared?

A: Yes. The city has a maximum limit of $125,000 per the UPWP approved at the most recent

TAC meeting.

Q: The RFLOI references an NCDOT code (501 – Multimodal Facilities Planning) that no longer appears on the NCDOT website. Can you confirm whether this code is still in effect or if an updated reference should be used?

A: In terms of the codes, the RFLOI states that firms shall be pre-qualified by the Department to perform any combination of the codes, so if the code doesn't appear in the prequal system anymore, it's fine to be excluded.

Based on the questions asked, the RFLOI has been modified accordingly, changes can be seen on page 2 of this addendum. This is the final Addendum for the Active Transportation Plan Update. The Deadline for submittal is April 2nd, 2026.
