About this file
This document is Addendum #1 for the Cell 7 Site Fill project (IFB 25-2568) issued by the Muskegon County Board of Public Works in Michigan. The addendum provides critical details for a landfill site fill project, with bids due on Thursday, January 16, 2025, at 10:00 AM through the electronic Bidnet system. The project requires clearing and grubbing vegetation within specified limits, importing and placing structural fill, and completing restoration by August 30, 2025, with final payment expected by September 30, 2025. Contractors can propose alternate milestones for substantial completion by October 31, 2025, with final payment by November 30, 2025, if there is a financial benefit.
The addendum includes specific requirements such as a mandatory 5% bid bond, use of an open drain for water sourcing, prohibition on burning cleared vegetation, and detailed restoration specifications. The project involves ground preparation, monitoring well removal, snowmobile trail relocation, and installation of chain link fencing. A key constraint is the requirement to complete tree clearing by March 31, 2025, to avoid potential Indiana Bat habitat disruption. The Owner will provide additional soil boring information and allows flexibility in construction entrance location, with the understanding that the chosen route must not interfere with existing landfill traffic.

1. Is there a water source on-site available for the contractor to use for dust control and compaction efforts? If so, are there any fees?
ANSWER: Water source is an open drain at Swanson Road, South of M-46. Contractor is responsible to provide pumping method to obtain water. See section 02215 Dust Control.
2. Can the contractor burn trees/brush from the clearing activities?
ANSWER: No. All wood vegetation and stumps to be ground onsite and stockpiled.
3. I don't see any requirements for a bid bond. Can you please clarify whether a bid bond is required?
ANSWER: Yes, a Bid Bond/Deposit is required. A certified check, cashier check, money order, or bid bond by corporate surety licensed to underwrite bids in the State of Michigan, in the amount of five percent (5%) of the amount of the bid, payable to the County of Muskegon, will be required with each bid.
4. What date can we start the project ?
ANSWER: Upon issuance of the Notice to Proceed. Tentative authorization for award is scheduled at the Public Works Board Meeting on February 6, 2025. The contractor awarded the work must have the Trees down by March 31, 2025 in order to prevent Indiana Bat issues. Excerpt from Measurement and Payment, Clearing and Grubbing:
“Due to potential Indiana bat habitat within forested areas in the Project area and to reduce the potential for take of this species, tree clearing activities must take place between the dates of October 1 – March 31.”
5. Section 4.02 Contract Times: CQA effort allows for a project span of 13, 5-day work weeks of 10-hour days (65 workdays). Any additional CQA required is subject to Special Damages listed in Paragraph 4.04 below. The project cannot be completed in 65 days, including clearing & grubbing, import, placement and restoration. Can the number of days be increased ?
ANSWER: The project doesn’t need to be completed within 13, 5-day work weeks of 10-hour days (65 workdays). Only the work requiring Construction Quality Assurance (CQA) services by Engineer need to be completed within the stated timeframe to avoid the Special Damages. The Owner will increase the timeframe however to 14, 5-day work weeks of 10-hour days before Special Damages will be incurred by Contractor. The Contractor shall submit a construction schedule with the bid and indicate proposed duration of structural fill placement and compaction that will require CQA. Any structural fill placement exceeding 14, 5-day work weeks of 10-hour days will incur Special Damages to Contractor.
6. Will silt fence be required around the Topsoil Stockpiles ?
ANSWER: No.
7. Do we need to seed the Topsoil Stockpiles at the end of the project?
ANSWER: Yes.
8. Can you provide specifications on the Wooden Snow Fence you are wanting ?
ANSWER: Find attached “Typical Wooden Snow Fence” detail.
9. Snowmobile Trail Relocation Note states to be relocated. What surface are we required to leave on the snowmobile trail when complete ?
ANSWER: The snowmobile trail shall be the sand subgrade, overlain with 4 inches of topsoil, seeded and mulched.
10. Item 10 Chain Link Well Protection - Can you provide a sketch of what you are looking for us to install around the Well ? How many wells require a fence ?
ANSWER: Find photograph of the berm well retaining wall and a sketch for the proposed fence attached. One well requires protection. The intent is to surround the concrete blocks on 3 sides with chain link fence to match the existing berm fencing, except without privacy slats.
11. Can you please provide all soil boring information related to the work area of Cell #7 not included in the specs (specifically SB 19-22)?
ANSWER: Borings SB 8 through SB 18 were included in the Issued for Bid Document. Borings SB 19 through SB 22 are attached.
12. Can a map be provided showing the proposed imported haul routes for importation of fill soils onsite?
ANSWER: On the Drawings, Sheet 2, It indicates “East Contractor Entrance Location. Maintain Vehicle Trackout Pad, See Detail 2/5”. This is the entrance and exit location for all imported material. The haul route is from that entrance to the “Proposed Clearing and Grubbing Limits”. Contractor is able to permit a different construction entrance, without additional cost to Owner, if in Contractor interest. Contractor should note that that route is also the main landfill haul road and landfill traffic can’t be inhibited. See Note 8, Sheet 4 of the Drawings.
13. Will the Owner be performing the site clearing prior to mobilization, if so, what is the schedule for the site clearing of the trees? And who is responsible for removing stumps?
ANSWER: This project includes the clearing and grubbing of all vegetation onsite within the proposed clearing and grubbing limits shown on the drawings.
14. What are the diameters and materials (PVC v. steel) of the monitoring wells to be removed? Can any well installation diagrams or logs be provided?
ANSWER: The wells are small diameter PVC monitoring wells. Approximately 1.5-inch diameter. No additional records exist other than the approximate depths noted on Drawing Sheet #2.
15. In the measurement and payment for the Abandonment of Existing Monitoring Wells, it states “Abandonment is to be completed by an environmental driller in compliance with EGLE requirements” this typically includes grouting the wells in place and cutting well casing off below grade, but the “Well Construction Schedule” indicates to “Remove” wells in the description. Is over drilling/removal a requirement? Is there any additional written description you can provide from project plans to detail how the wells are to be abandoned?
ANSWER: Complete removal of the well casing to depth is required. See Note 7 sheet 4 of the Drawings.
16. What is the required spacing on the T-post for the wooden snow fence and how long of a T-post do you want?
ANSWER: Post spacing shall be 10 feet. Posts shall be 7-foot galvanized U Channel Sign Posts (2 pounds per foot). The posts shall be installed a minimum of 2 feet into the ground, and a maximum of 3 feet into the ground.
The Owner shall retain the right to strike this line item in entirety or portion thereof.
17. For the chain link, are you requiring the installation of 2” LP and 3” terminal posts? What is required for the top of the fence top rail v. tension wire?
ANSWER: For fence on top of berm the following is required to match the existing fence:
Supply and install 48” 9 gauge 2” mesh chain link fence in a straight line with no gates. Line posts shall be 3”x10’ ss40 and 3”x10’ ss40 terminal posts. All posts shall be driven into the ground 72” with post spacing at 8’OC. Bottom tension wire, and brown winged slats shall be added to the fence. Top rail is required. Brown winged slats shall be Brown Pexco HDPE Winged Slats, no equal. Cut Sheet is attached.
On the fence around the well, supply and install 48-inch, 2-inch mesh chain link fence 2-inch line posts and top rail is required. No privacy slats are necessary.
18. Is Hydroseeding of an acceptable means of restoration of new and disturbed areas?
ANSWER: See General Clarification on restoration in Item 20.
19. Given the fact that this opportunity came through just before the holidays, is there any possibility of getting an extension on the bid due date? Even by one week would be an immense help.
ANSWER: An extension is not possible given internal approval timelines and the necessity to have clearing done by March 31, 2025.
20. General Clarification on Restoration:
All disturbed areas require restoration by the contractor. Only the areas within the limits on the drawings are payable. It is incumbent on the Contractor to minimize disturbance outside the limits and complete restoration outside the limits at no cost to the Owner.
The requirements for each area are described below:
All slopes shall be seeded, fertilized, and mulched with NAG C125 temporary erosion blanket per Section 02930, 2.03.A, or Engineer approved equal (rolled product). Any alternate of a spray on product with equal or greater erosion resistance will be considered by Owner, with sufficient warranty and cost information provided at bid. Permanent turf reinforcement mat (NAG SC250) per Section 02930, 2.03B will NOT be required on this project.
All flat disturbed areas shall be seeded, fertilized, and mulched with straw crimped into the topsoil via roller (not dozer tracks) or hydroseeder mulch with equivalent protection as crimped straw.
Topsoil stockpiles only require seeding.
Also refer to Restoration Legend of Sheet 2 and 4 of the Drawings for color coded areas of the different restoration required.
21. General Clarification on Project Timeline
The project is being bid with the Contract Milestones stated in the bid documents, which is substantially complete by August 30, 2025 and ready for final payment on September 30, 2025.
Should a Contractor desire to submit a bid with Alternate Milestones, the Owner may consider the alternate, if there is a financial benefit in doing so, provided the project is substantially complete by October 31, 2025 and ready for final payment on November 30, 2025, with no allowance given for extensions for any reason.
