About this file

This document is a comprehensive technical specification for the City of Jackson's High Level Interceptor Sewer Cleaning and Televising project, prepared by Fishbeck engineering firm. The project involves cleaning and televising approximately 5,925 linear feet of 48-inch and 54-inch high-level interceptor sewer lines located in Jackson, Michigan, spanning multiple streets including Jackson, Pearl, Cortland, Washington, Wesley, Mechanic, and Morrell. The work includes sewer line cleaning for televising, TV inspection of sewer pipelines, and detailed documentation using NASSCO PACP (Pipeline Assessment Certification Program) standards. The project will systematically inspect and document the condition of the interceptor sewer system, with specific attention to sediment levels, debris, root intrusion, and potential structural issues.

The technical specifications outline detailed requirements for equipment, personnel qualifications, and inspection protocols. The project will require NASSCO PACP certified operators, high-resolution camera equipment capable of 360-degree pipe inspection, and comprehensive reporting including electronic and hard copy documentation. Contractors must demonstrate significant prior experience in sewer pipeline inspection, with a minimum of 500,000 feet of previous CCTV sewer condition assessment. The project includes provisions for flow control, traffic management, and careful documentation of pipe conditions, with specific requirements for water level, camera movement speed, and defect coding. Pricing will be on a unit price basis, with payment structured around linear feet of cleaning and televising completed, and additional considerations for heavy cleaning and specific inspection requirements.

WORK CHANGE DIRECTIVE INSTRUCTIONS

A. GENERAL INFORMATION:

This document was developed for use in situations involving changes in the Work which, if not processed expeditiously, might delay the Project. These changes are often initiated in the field and may affect the Contract Price or the Contract Times. This is not a Change Order, but only a directive to proceed with Work that may be included in a subsequent Change Order.

For supplemental instructions and minor changes not involving a change in the Contract Price or the Contract Times, a Field Order may be used.

B. COMPLETING THE WORK CHANGE DIRECTIVE FORM:

Engineer initiates the form, including a description of the items involved and attachments.

Once Engineer has completed and signed the form, all copies should be sent to Owner for authorization because Engineer alone does not have authority to authorize changes in Price or Times. Once authorized by Owner, a copy should be sent by Engineer to Contractor.

Once the Work covered by this directive is completed or final cost and times are determined, Contractor should submit documentation for inclusion in a Change Order. Price and Times may only be changed by Change Order signed by Owner and Contractor with Engineer's recommendation.

This is a directive to proceed with a change that may affect the Contract Price or the Contract Times. A Change Order, if any, should be considered promptly.

CHANGE ORDER INSTRUCTIONS

A. GENERAL INFORMATION:

This document was developed to provide a uniform format for handling contract changes that affect Contract Price or Contract Times. Changes that have been initiated by a Work Change Directive must be incorporated into a subsequent Change Order if they affect Contract Price or Contract Times.

Changes that affect Contract Price or Contract Times should be promptly covered by a Change Order. The practice of accumulating Change Order items to reduce the administrative burden may lead to unnecessary disputes.

If Milestones have been listed in the Agreement, any effect of a Change Order thereon should be addressed.

For supplemental instructions and minor changes not involving a change in the Contract Price or Contract Times, a Field Order may be used.

B. COMPLETING THE CHANGE ORDER FORM:

Engineer normally initiates the form, including a description of the changes involved and attachments based upon documents and proposals submitted by Contractor, or requests from Owner, or both.

Once Engineer has completed and signed the form, all copies should be sent to Contractor for acceptance. After acceptance by Contractor, all copies should be sent to Owner for acceptance. Engineer should make distribution of executed copies after approval by Owner.

If a change only applies to Contract Price or to Contract Times, indicate "N/A" (Not Applicable) in the part of the tabulation that does not apply.

Net “Increase” or “Decrease” in Price and Days should be included as applicable term.

2. The camera, television monitor, and other components of the video system shall be capable of producing picture quality to the satisfaction of the Owner’s Representative; and if unsatisfactory, equipment shall be removed. No payment will be made for an unsatisfactory inspection.

3. The inspection equipment shall be capable of inspecting a minimum 1,000 linear feet of sewer line without access to a manhole in between. The inspection equipment shall have an accurate footage counter that displays on a remote monitor the exact distance of the camera from the centerline of the starting manhole.

2.2 SOFTWARE

A. CCTV software shall be NASSCO-PACP Certified and compatible with Owner’s software if noted.

PART 3 - EXECUTION

3.1 TELEVISION INSPECTION

A. Sewer Flow Control:

1. The Contractor shall reduce the flow by use of pipe plugging or bypass pumping when sewer line depth of flow at the upstream manhole of the manhole section being worked is above maximum allowable.

Pipe plugging and/or bypass pumping shall be performed while maintaining un-interrupted sewer flow to local users. The Contractor must display at least 70% of the pipe wall at all times during inspection so that defects, features, and other notable information can be collected or to keep the camera lens above the water surface, whichever is less.

Project Number 241338

Section 33 01 32

2. Plugging or Blocking - A sewer line plug shall be inserted into the line upstream of the section being worked. The plug shall be so designated that all or any portion of the sewage can be released. During television inspection, flow shall be reduced to within the limits specified above. After the work has been completed, flow shall be restored to normal.

3. When pumping and bypassing is required, the Contractor shall supply the pumps, conduits, and other equipment to divert the flow of sewage around the manhole section in which work is to be performed.

The bypass system shall be of sufficient capacity to handle existing flow plus additional flow that may occur during a rainstorm. The Contractor will be responsible for furnishing the necessary labor and supervision to set up and operate the pumping and bypassing system. If pumping is required on a 24-hour basis, engines shall be equipped in a manner to keep noise to a minimum.

a. Provide sufficient pumping capacity to meet the following:

1) Dry Weather Flows (DWF)

a) Spring: Average DWF = 3,500 gpm, Daily Peak = 3,900 gpm

b) Summer/ Fall: Average DWF = 2,500 gpm, Daily Peak = 2,900 gpm

2) Wet Weather Flows (WWF)

a) Peak Observed: 9,000 gpm

b) Design Event WWF: 1yr, 24hr (2.17”) = 9,000 gpm, 5 yr, 24 hr (2.89”) = 10,000 gpm

4. When flow in a sewer line is plugged, blocked, or bypassed, sufficient precautions must be taken to protect the sewer lines from damage that might result from sewer surcharging. Further, precautions must be taken to ensure that sewer flow control operations do not cause flooding or damage to public or private property being served by the sewers involved. At no time shall sewage be pumped in or allowed to flow into a catch basin, storm sewer, or open watercourse.

5. Notify the Owner 3 working days prior to implementing bypass pumping. Also, sewers shall not be bypassed during or immediately following a large rain event.

B. Sewer Cleaning: Clean pipelines prior to televising using an approved method in accordance with the specification for Sewer Cleaning. Cleaning must be done so that at least 90% of the pipeline is free of solids, sediment, or debris.

C. Traffic Control: Provide traffic control measures in accordance with state and local regulations including obtaining necessary permits and payment of associated permit fees.

D. Inspection:

1. Move camera through pipe line at a uniform rate.

2. The camera should be centered in the pipe to provide accurate measurements.

3. Speed of travel shall be slow enough to inspect each pipe joint, tee connection, structural deterioration, infiltration and inflow source, and deposits, but shall not exceed 30 feet per minute.

4. Stop camera as necessary to ensure proper documentation of pipe's conditions.

5. When coding defective taps, the Contractor shall conform to NASSCO requirements and shall note the most significant observed defect seen within the laterals within the remarks column having appropriate dimensioning, percentage values and clock references relating to its defect.

6. Video shall be continuously monitored from manhole to manhole.

7. If during the inspection operation, the camera will not pass through the entire manhole section, the

Contractor shall set up equipment so that the inspection can be performed from the opposite manhole.

8. If the camera encounters a dip in the sewer such that water is standing above the springline of the sewer pipe, or if the camera lens becomes submerged because of a dip, the camera rig shall be withdrawn from the sewer and inserted from the other end as far as possible. At all times, backflooding into the reach from the adjacent section shall be prevented.

9. Television inspection shall be performed during low flow conditions. The Engineer will reject any inspection that, because of high flow conditions or any other reason, does not produce an effective survey of the sewer pipe. If the water level is greater than 25 percent of the pipe diameter, conventional television inspection shall not be attempted without prior approval from the Engineer. Alternative inspection methods should be presented to the Engineer.
