About this file
This document is an amendment to a Request for Qualifications and Quotes (RFQQ) issued by the Washington State Department of Natural Resources (DNR) for a project to grind existing apple and cherry trees, as well as to mulch subsurface roots and stumps, across multiple parcels in Benton County, Washington. The project includes surface mulching of all above-ground woody vegetation and subsurface mulching to a depth of 12 inches. The RFQQ provides details on the project site, bid requirements, and answers to questions from prospective bidders. The project does not require prevailing wage and there is no set meeting date for a site visit, but bidders are free to visit the site on their own. The bid should be provided as a total job cost to complete the work as described.
The document indicates that the previous contractor had completed their work, and the current project is to perform an additional surface mulching and subsurface mulching of the site. Bidders should provide their relevant experience in their bid packet, as the experience is not limited to only orchard grinding. The chips from the mulching are to remain on-site and be returned to grade.

A1: The project is on multiple parcels in Benton County off of Kenedy Road in Richland WA.
Q2: What is needed for a bid packet?
A2: The requirements for a bid packet are listed on the website along with the Request for Bids.
Q3: It says 5 years’ experience does that only apply 5 years of license?
A3: The bid packet has area for list of experience.
Q4: Is there a meeting day to look at the job.
A4: There is no meeting day to look at the job, refer to the RFQQ.
Q5: I am a forestry mulching contactor, how many acres in total acre total.
A5. Exact number of acres has not been measured but is approximately 300 acres.
Q6: Can I do a site visit?
A6: Yes, site is open to visit.
Q7: Is the experience limited to orchard grinding.
A7: List your experience on the bid packet to be evaluated.
Q8: Prevailing Wage?
A8: No

Q9: Was debris material from previous contractor left on site? Is that what is being mulched?
A9: Yes, previously mulched material is on site. No, new mulching in the new growth above ground level vegetation and all subsurface roots and stumps.
Q10: How do we know how many stumps and roots there are? How will we all be quoting the same project?
A10: Number of stumps is unknown. Quote should be provided on a job total to complete as described in request for Bids.
Q11: Any grinding needed on poplar stumps?
A11: The Apparent Successful Bidder shall surface mulch all above ground woody vegetation throughout the parcels listed below. Following surface grinding the bidder shall mulch all existing root and stumps to a depth of twelve (12) inches below surface throughout the parcels listed below.
Q12: Are the trees still standing, if not are they evenly distributed?
A12: The trees have been removed and surfaced mulched once. We are requiring another surface mulch to grind all new growth and a subsurface mulch on all blocks.
Q13: All above ground woody vegetation, does that include standing trees, sagebrush? Or just debris already laying on the ground? I see a lot of new sprouts and growth in areas so I'm just trying to get clarification so I know if a masticator/forestry mulcher is better fit or if a wood chipper and hand cutting is a better fit.
A13: All woody vegetation above ground within the parcels listed need to be removed. The non fruit trees and sage brush in parcel 116982000001004 will not need to be disturbed, removed, or mulched.
