About this file
This document is a Request for Bids/Proposals issued by the University of Southern Mississippi (USM) for the purchase of two Relocatable Maritime Domain Awareness Systems. The systems must be easily portable, with passive acoustic monitoring hydrophones, onboard acoustic spectral processing, variable buoyancy engines, and the ability to transmit data to USM's processing center via Iridium SBD. The systems must meet specific requirements for size, depth rating, battery capacity, communication capabilities, and sensor specifications. The bid responses are due by October 1, 2024, and the vendor must provide the systems and supporting equipment within 10 weeks of the contract award. The vendor must also provide training, warranty support, and documentation for the systems.
The pricing terms state that cash terms will not be used as a basis for awarding the contract, but the university will accept cash discounts when earned. The university may potentially purchase up to three additional systems under this RFP, and the vendor may be required to provide 50 hours of engineering support for integrating magnetic sensors, depending on funding availability.

SYSTEM DESIGN SPECIFICATIONS FOR TWO SMALL
RELOCATABLE MARITIME DOMAIN AWARENESS SYSTEMS
The University of Southern Mississippi
Prepared by Steve Stanic and Landry Bernard
SEPT 8/2024
SYSTEM DESIGN SPECIFICATIONS FOR TWO SMALL
RELOCATABLE MARITIME DOMAIN AWARENESS SYSTEMS
I. Background The USM requires the ability to detect targets and monitor the environment using low cost, relocatable maritime domain awareness (MDA) systems. Using high resolution acoustic sensor systems, these systems will provide us with enhanced capabilities to covertly detect the radiated acoustic signatures of targets in the littoral zone. This includes continuous measurements of the broadband ocean ambient noise.
The University of Southern Mississippi’s (USM) Roger F. Wicker Center for Ocean Enterprise, located at the Port of Gulfport, MS has been researching and testing advanced relocatable marine systems using novel sonar designs, and on-board processing to create advanced maps of acoustic sensor data over a broad range of environmental conditions.
To address these detection requirements USM has received funding to purchase several small relocatable MDA systems.
II. Purpose This document contains the minimum requirements for small portable and relocatable ocean MDA systems.
III. General Requirements
1. The systems shall be easily portable.
2. All systems shall come with the auxiliary equipment required to operate and control each system.
3. Each system shall come with its own command and control dashboard that shall be accessed using Iridium SBD or secure direct internet connection.
4. Each system shall have a passive acoustic monitoring (PAM) hydrophone mounted in the nose.
5. Each system shall perform on board acoustic spectral processing.
6. Each system shall have a variable buoyance engine or equivalent. This motor shall have minimal impact on the system’s acoustic self-noise levels.
7. Each system shall have a vacuum port and a pressure relief valve or equivalent.
8. Data shall be stored on SD cards.
9. An LED status indicator and strobe light shall be located on each system.
10. Each system shall be able to transmit the data to USM’s data processing center via Iridium SBD.
11. The systems shall come with their own transportation crates and portable wheeled laboratory stands.
12. The vendor shall provide specialized tools and a vacuum valve kit if necessary for each unit.
13. The vendor shall provide additional one additional battery pack for each system.
14. Both small systems, supporting equipment, and software packages shall be delivered to USM within 10 weeks after the contract award.
15. The delivery arrangements and transportation costs shall be the vendor’s responsibility.
16. These micro systems and supporting equipment shall be delivered to USM’s
Marine Research Center, 1030 30th Ave Gulfport, MS 39501.
IV. Specific Specifications for each of the two small relocatable systems.
The following minimum specifications shall ensure that each system has an integrated PAM system, an altimeter, a pressure sensor, and a CT sensor. These are the minimum vehicle and sensor specifications needed to satisfy USM’s project’s objectives.
1. The following table outlines the minimum system specifications that EACH of the small relocatable systems shall meet.
Specifications
Property Description/Value Diameter Approx. 16 cm Length Less than 1.8m Weight Less than 23 kg Maximum Depth At least 190m Battery Capacity Li-ion with at least 1400 Wh Run Time Approx. 1 month depending on sensor and processing load
2. The following table outlines the minimum communication specifications.
Communication Specifications Properties Description/Value
Surface Communications

This shall include mission planning, basic mission data analysis and display, and at sea operations. This training shall take place at the USM facility located in Gulfport MS.
IX. Proof of Performance
The vendor shall provide a proven record of the system performance with integrated PAM performance. The vendor needs to provide references where these systems and their operating system in a similar configuration as specified above have operated successfully within the last 2 years. The above requested information will assist USM in determining the bidder’s capability of meeting these requirements.
