This document contains detailed specifications for the Federal Open Channel Drainage Repair Work Order Contract - Package 1 in Pinellas County, Florida, prepared by Pinellas County Public Works & Utilities Department. The specifications incorporate multiple technical standards including Pinellas County Standard Technical Specifications for Roadway and Related Construction (July 2019), Pinellas County Utilities Department Standard Technical Specifications (June 2018), and Florida Department of Transportation Standard Specifications for Road and Bridge Construction. The contract covers comprehensive drainage repair work including erosion control, clearing and grubbing, excavation, pipe cleaning, tree trimming, sodding, and various utility adjustments. The specifications provide extensive technical details on measurement, payment, and execution of specific work items, with pay items ranging from valve box adjustments to unspecified work allowances.
The contract includes specific provisions for erosion control, environmental protection, and detailed payment mechanisms for various construction activities. Contractors must submit comprehensive documentation including habitat permit applications, prevention and control plans for erosion and water pollution, and stormwater pollution prevention plans. Payment will be made on a unit price basis for specific work items, with measurements typically calculated in linear feet, square yards, cubic yards, or per each item. The specifications emphasize environmental compliance, with strict requirements for turbidity control, soil stabilization, and protection of existing infrastructure. Notably, the contract includes provisions for potential additional "unspecified work" that can be authorized by the engineer, providing flexibility for unforeseen project needs.

All bonding compounds shall be compatible with the patching material and applied in accordance with the manufacturer’s recommendations and these specifications.
Construction Method: Surface Preparation: Saw cut ¾” to 1" deep along the perimeter of the repair area.
Adjust depth of saw cut if shallow steel is encountered. Feathering of the patch material at the edges is not allowed. Remove all deteriorated concrete within the saw cut limits. Exercise extreme caution to avoid cutting or damaging the existing reinforcing steel and/or damaging sound concrete. Remove the concrete adjacent to exposed reinforcement to a depth of one (1") inch or to whatever additional depth is necessary to reach sound concrete. Extend the concrete removal two (2”) inches maximum beyond the spalled area.
Unsound concrete extending a depth of two (2”) inches or more beyond the reinforcement or if more than 20% of the cross-section area has deteriorated the Engineer shall be notified at once and the structure top shall be removed and replaced per contract pay items. Roughen and clean the exposed concrete surfaces, including the saw cut face around the perimeter of the repair area, and clean the reinforcement. Tie the wire fabric at regular intervals, vertically and horizontally, not to exceed eight inches, or as directed by the Engineer. Field bend the welded wire fabric to conform to any changes in the concrete surface profile. Patch material shall be applied to the repair area within 72 hours after the area has been cleaned. If areas become contaminated after initial cleaning, they must be re-cleaned prior to applying the repair material. Just prior to applying the patch material apply a coat of bonding agent to all surfaces within the repair area in accordance with the manufacturer's recommendations. All repairs shall be made using methods to ensure the patch material is carefully worked into the repair area to achieve intimate uniform contact between the repair mortar and the concrete in accordance with manufactures recommendations.
Forms: Forms shall be used as required or as directed by the Engineer. All forms shall be removed. Stay-in-place formwork is not allowed.
Method of Measurement:
