About this file

This is a Request for Proposal (RFP) from El Paso County, Colorado, involving three governmental entities: El Paso County, Colorado Springs Utilities, and the City of Colorado Springs, seeking qualified respondents for trash hauling and single stream recycling services. The RFP solicits comprehensive proposals for trash collection and recycling across all three divisions, with a requirement that respondents submit proposals covering all three entities or face automatic rejection. The contract term is one year, from July 1, 2025, through June 30, 2026, with an option to renew for four additional one-year periods at the sole discretion of each solicitor. The response deadline is May 6, 2025, at 2:00 PM MDT, with electronic submissions required through the Rocky Mountain E-Purchasing System. A pre-proposal meeting is scheduled for April 11, 2025, at 2:00 PM at the Colorado Springs Fire Department Complex.

The solicitation covers trash hauling services for over 35 locations with varying container sizes ranging from 2-foot to 30-foot containers, and single stream recycling for hundreds of containers across the three divisions. The services include pickup, transportation, and disposal of refuse and recyclable materials at approved commercial landfills and recycling centers. Respondents must provide detailed monthly reports documenting tonnage pickup, recycling volumes, and diversion percentages. The evaluation of proposals will be based on four criteria: project understanding, approach, and work plan (35%), company qualifications and experience (25%), references (15%), and fee schedule (25%). Other governmental agencies may have the option to utilize the resulting contract pricing, with each agency responsible for establishing its own contractual terms.

This consideration is a County prerogative and there is no guarantee that the request will be accepted outside of the option period. Vendors unable to comply with this requirement are asked to indicate such exception on the vendor information form.

6. POST INTENT TO AWARD MEETING: The Respondent may be required to attend a post intent to award meeting with each of the Solicitors to discuss the terms and conditions of the contract. This meeting will be coordinated by the Contracts and Procurement Division for each of The Solicitor once a Notice of Intent to Award has been issued.

7. DEBRIEFING: Offeror(s) not selected for award may request a debriefing on the selection process as well as discussion of the strengths and weaknesses of their firm’s proposal upon the Final Notice of Award being posted on the Rocky Mountain E-Purchasing website.
