About this file

This document is an Exhibit B Scope of Services and Samples for a competitive solicitation (25-0005) issued by the Washington State Department of Enterprise Services for Employee Service Award Pins. The solicitation seeks a contractor to produce and deliver a comprehensive set of service award lapel pins ranging from 5 to 50 years, with specific design requirements including various metal materials (copper, bronze, silver, gold-filled), precise measurements (3/4" height by 5/8" width), and optional stone embellishments for higher-year pins. Each pin must include a post and deluxe clutch, be stamped from steel dies, engraved, and packaged in individual hinged plastic gift boxes, with a required delivery timeline of 25 business days from order placement.

Bidders are required to submit three sample pins (5-year, 35-year, and 50-year designs) as part of their response, which will be evaluated on a point system ranging from 0% (meets minimum need) to 100% (excellent added value). The evaluation will consider the samples' conformity to technical specifications, appearance, durability, and potential environmental considerations. The solicitation emphasizes an anonymous bid evaluation process, prohibiting identifiable information on submitted samples. Bidders must provide tracking information and potential rush delivery options, with no additional charges permitted for standard deliveries. The contract appears to be structured to select a vendor capable of producing high-quality, customized service award pins for Washington state employees.
