About this file

This document is a specification exhibit from the Illinois Tollway detailing requirements for mobile column rotary lifts. The specification outlines the procurement of eight mobile column lifts, specifically the Rotary Model MCHM19 or an approved equivalent, with strict technical requirements including a minimum 18,800 lbs lifting capacity per column, a hydraulic lifting system with microprocessor-controlled synchronization, and a comprehensive set of safety and operational features. The specification requires vendors to complete a detailed compliance questionnaire and submit it with their bid, with failure to do so resulting in disqualification.

The technical specifications are extremely detailed, covering aspects such as wireless control systems, safety mechanisms, support stands, and warranty requirements. The lifts must include features like dead man switches, manual lowering capabilities, adjustable pick-up forks, a 24-volt power supply, retractable wheels, and an independent mechanical locking system. The Illinois Tollway reserves the right to review each bid to determine specification compliance and accepts or rejects specification deviations at its sole discretion. The procurement includes a minimum one-year manufacturer warranty on all lift components, with the warranty beginning on the date the units are received by the Tollway.

EXHIBIT A

ILLINOIS TOLLWAY’S SPECIFICATIONS

MOBILE COLUMN ROTARY LIFTS

The Vendor is required to complete and return with their bid the attached specification questionnaire and note any deviations from specifications for the unit(s) being provided. Units shall be the most current model design as offered by the factory and published in factory literature. Units shall meet all applicable State and Federal regulations. Detailed literature shall be provided for the mobile column lifts and any accessories and options at time of bid submission.

The specifications outlined in this document are intended to ensure the Tollway receives mobile column lifts that are suited for the tasks for which they are being procured. In many cases vehicle and equipment specifications and capabilities vary between manufacturers. Developing a single specification that provides adequate assurance to the Tollway of unit capability, reliability and cost effectiveness may not recognize subtle differences that exist between manufacturers. The Tollway reserves the right to review each bid to determine if any specification differences have a significant impact on the unit(s), capability, reliability or cost effectiveness at time of purchase or for the life of the unit(s). The Tollway’s determination of contract specification compliance and acceptable specification deviations shall be final.

The units to be supplied shall be Rotary Model MCHM19 or Tollway approved equal. The lifts shall be fully assembled and ready to operate when delivered.

The stand pin shall have an adjustment. The stand shall have a minimum of 2-3 inches of fine adjustment. The stand shall have transport wheels that are mounted in a manner that they are not in contact with the ground when stand is in the upright position.
