Work under this contract will be performed in accordance with the following description/ specifications/statement of work (SOW) which herein will be referred to as Statement of Work:
SHORT TITLE: C5ISR Acquisition, Engineering and Integration (CAEI) Production
1.0 PURPOSE
1.1 SCOPE
As required by each Delivery Order (DO) or Task Order (TO), the contractor shall be required to produce and deliver integrated Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems, networks, and support equipment in support of multiple large acquisition programs on various platforms. At any given time during the life of the contract, the contractor shall be responsible for the concurrent production of between approximately 50 and 65 integrated C5ISR systems; each in different production phases and of varying complexities. Systems will span the entire C5ISR spectrum with installations on shipboard, land-based, and field-based systems. The number of Full Time Equivalents (FTEs) required to perform this effort varies proportionally with Warfighter demand and active orders issued under this contract; however historically, production contractors have averaged approximately 250 FTEs performing at any given time. Examples of engineered systems that shall be procured under this action include, but are not limited to the following:
Multi-Rack Subsurface Communications Systems in support of the Common Submarine Radio Room (CSRR) program on multiple platforms; including Los Angeles (SSN), Virginia (SSN), Seawolf (SSN), and Ohio (SSBN, SSGN) class submarines;
Single/Multi-Rack Network systems in support of the Consolidated Afloat Networks and Enterprise Services (CANES) program on multiple subsurface and surface platforms;
Multi-Rack Weapons Control Systems in support of the Common Electronic Module (CEM) program on multiple platforms; including AEGIS Arleigh Burke class destroyers (DDG), CVN (Carrier Vessel Nuclear) aircraft carriers, and Landing/Platform Dock (LPD) amphibious warfare ships;
Single Rack Command/Control Systems in support of the Global Command and Control System – Maritime (GCCS-M) program on multiple subsurface and surface platforms;
Subsurface Communication Test Beds (a mockup of shipboard communication space; to include shipboard power, cooling, and hull frames) that allow Pre-Installation and Test Checkout (PITCO) to be performed in the production environment prior to delivery;
Field Deployable Communication Systems supporting the Special Operations Deployable Node (SDN) program and various other platforms;
Single Rack Air Traffic Control (ATC) Visual Information Display System (VIDS) in support of multiple shore based platforms;
Production requirements shall include the following:
Equipment and Material Procurement (SOW Para 3.1) Production Management (SOW Para 3.2) Production Execution (SOW Para 3.3) Production Engineering (SOW Para 3.4)
The material and equipment necessary to complete the production and delivery of the required systems varies greatly from order to order, but typically consists of 65% of the total order cost. Material generally includes electronics, metal brackets, cable components, transit cases, racks, packaging materials, and miscellaneous consumables. All material will be commercial items as defined by FAR 2.101; including Commercial-Off-the-Shelf (COTS) items and commercial items with modifications of a type customarily available in the commercial marketplace. Labor typically consists of 35% of the total order cost and will include production management support, production engineering support and production execution. For work completed off-site, the Contractor will generally be required to provide all tools and equipment necessary for production. For work completed on Government-site, all tools and equipment necessary for production will typically be provided by the Government. The Government will identify any tools and equipment to be provided at the order level.
NOTE: Website and e-mail addresses referenced within the SOW and Contract Data Requirements List (CDRL) forms are subject to change. For any website and e-mail address not working during time of performance, the contractor shall contact the Contracting Officer’s Representative (COR) or Contracting Officer for latest website and e-mail address.
An incorrect website or e-mail address does not alleviate a contractor from required reporting or access requirements.
1.2 BACKGROUND
The NIWC Atlantic Corporate Production operation known as the CAEI Service Center is modeled around a strategic partnership between a Government technical team and a single production contractor. With access to Government resources (space, people, tools, equipment, and infrastructure), the production contractor is responsible for procuring, fabricating, assembling, integrating, testing, inspecting and delivering a highly diverse range of systems that include various complex designs provided by Navy program offices in the form of technical data packages. Systems vary in complexity, but generally include the integration of engineered cable assemblies, mounting kit assemblies, hardware, and software/security applications necessary to provide the Warfighter with the capability to communicate, maintain situational awareness, and achieve information dominance.
The CAEI IPT implements a system of processes and metrics (the CAEI Management System) to define, procure, fabricate, assemble, integrate, test, inspect, and deliver fully integrated solutions. The CAEI Management System helps eliminate duplication of efforts throughout the Command and promotes a quality product line through achievement of standard, predictable, repeatable processes, reduced variation, and a culture driving focus on customers and continual improvement that all team members are expected to support.
2.0 PLACE(S) OF PERFORMANCE
The contractor shall provide support at the following location:
a. NIWC Atlantic, Charleston, South Carolina
b. Contractor Facility, Charleston, South Carolina
c. Other locations, both CONUS and OCONUS as defined at the order level.
2.1 GOVERNMENT FACILITIES
The Government will provide multiple facilities (i.e., office space, computer hardware/software, or lab space) to contractor personnel that would otherwise adversely affect the work performance if they were not available on-site.
Labor categories and Government location of those personnel with supplied Government facilities will be identified at the order level. Contractor personnel assigned space within Government facilities shall provide support in accordance with the following requirements.
2.1.1 Access to Government facilities
NIWC Atlantic and other Government installations have restricted access. Contractors are limited to access during certain days and times as specified in the workweek requirements of this SOW. If access to the assigned Government facility is restricted due to safety/security exercise, an Executive Order, or an administrative leave determination applying to the local activity (e.g., inclement weather), the contractor, in agreement with the COR, shall make alternative work arrangements. The contractor shall adjust work schedule or work at an alternate location. If alternate work arrangements cannot be accommodated, the contractor shall notify the COR of the inability to access the assigned facility prior to charging their time to the contract as direct cost provided such charges are consistent with the contractor’s accounting practices.
2.1.2 Training Requirements and Exercise Support
Contractor personnel working full-time or partially at a Government facility shall complete all applicable training requirements as specified under Mandatory Training, SOW Para 8.0. Contractor personnel may also be required to participate in safety, security (e.g., Anti-Terrorism Force Protection (AT/FP)), and operational training exercises (possibly two per year). 2.1.3 Emergency Management at Government Installations
During emergency situations including health (e.g., COVID-19 pandemic) and weather related circumstances, contractor personnel with scheduled access to a Government installation shall coordinate with the COR prior to reporting to their Government worksite. Access will be in accordance with the latest Government installation requirements and restrictions. The contractor shall identify with the COR if certain personnel are designated mission essential and determine the work expectations during the emergency period of performance. Depending on the type of support, working from an alternative worksite may or may not be allowed.
