About this file
This document is Section 3-1 of a Request for Proposals (RFP) that establishes proposal submission requirements and evaluation criteria for a federal contract opportunity.
The Government intends to award the contract without discussions but reserves the right to conduct discussions if determined to be in the Government's best interest. Offerors must fully comply with all RFP terms, conditions, and submission requirements or risk an Unacceptable rating and rejection. Proposals must be submitted electronically in specific formats with designated file names. All Excel files must be functional spreadsheets with formulas, and PDF files must be searchable. Formatting requirements mandate 8.5" x 11" pages with 1-inch margins and minimum 10-point Times New Roman font; pages exceeding limits or failing to meet specifications will not be evaluated. The Government will not evaluate any additional content beyond what is specified in the submission table.
Evaluation is structured around five factors: Factor A (Corporate Experience—Gate Criteria) requires offerors to submit reference information on three current and relevant Government contracts, with each reference having an invoiced amount of at least $75 million for integrated C5ISR systems production and delivery; at least one reference must be as prime contractor. Factor B (Technical Approach—90-page limit) requires a project management plan using a provided template, resource plan aligned with Work Breakdown Structure, and an operations management plan describing approach to concurrent production of 20-30 different C5ISR systems. Factor C (Small Business Participation—5-page limit) applies to all prime offerors and requires submission of a participation plan form. Factor D (Past Performance) requires offerors to provide past performance questionnaires for each contract reference cited in Factor A, submitted directly to the Technical Point of Contact by the proposal closing date. Factor E addresses pricing for sample tasks (CSRR and NOTM), with total evaluated price subject to price reasonableness determination using price analysis. Additional required proposal components include a cover letter, completed Standard Forms 33 and 30, Section K certifications and representations, subcontracting and teaming agreements as applicable, and for large businesses, a Small Business Subcontracting Plan with separate goals for various small business categories.

SUBMISSION OF PROPOSALS
(a) General Information
The Government intends to award a contract without discussions, as permitted by FAR 15.203 and 52.215-1.
However, the Government reserves the right to conduct discussions and to permit offerors to revise their proposals if determined by the Contracting Officer to be in the best interest of the Government (FAR 15.204). The Government will not entertain alternate proposals.
If an offeror (1) fails or refuses to assent to any of the terms and conditions of this RFP, (2) proposes additional terms or conditions, or (3) fails to submit any of the information required by this solicitation and in the manner specified in paragraph (b) below, then the proposal may receive a rating of Unacceptable and may be rejected without further evaluation.
The contracting office should be contacted by the time allotted in provision L-349 if any part of these instructions is not understood.
(b) Proposal Format
In addition to all other requirements of this solicitation, each offeror shall provide a detailed proposal addressing each of the areas described in Section L and to be evaluated in accordance with Section M. This information shall be presented in the form of a written proposal as outlined below. Proposals submitted for consideration for award must address the full scope of requirements as set forth in Sections L and M of the solicitation.

Do not submit any content/files in addition to that stated in the table above. The Government will not evaluate any additional content (ex. title page, table of contents, acronym list, etc.).
Unless otherwise stated, the following formatting requirements apply: For the purpose of this solicitation, a page is defined as one 8.5"x 11" size electronic page with 1 inch margins and using a minimum of 10 point Times New Roman font. The font style and size requirements also apply to Information Summaries and to graphics, art, figures, imported charts, charts, and any other graphical representation that includes text. Any page that exceeds or fails to meet the size, margin, font or total page limit requirements will not be evaluated. Further, the Government reserves the right to reject any proposal that does not conform to the requirements stated above. Formatting requirements do not apply to documents or Attachments provided by the Government. Any form that the Government has provided as an Attachment to be filled out by the offeror shall follow the format of the form. The font style and size requirements are not applicable to eSRS reports, CPARS reports or supporting cost data (e.g., DCAA or DCMA correspondence); however, these documents must be legible.
(c) Proposal Content
Proposals shall be submitted in accordance with Provision L-349 “Submission of Electronic Proposals” to permit a detailed evaluation. Each file shall be labeled in accordance with the format in paragraph (b) above. Pages should be numbered.
A detailed, concise and comprehensive proposal is desired. The proposal shall be sufficient to enable evaluators to make a thorough and complete evaluation, and to arrive at a sound determination as to whether the requirements of this solicitation are satisfied. In preparing the proposal, emphasis should be placed on brief, complete, and factual data in the areas set forth in the Request for Proposal (RFP). Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. Proposals that restate the evaluation criteria or use cursory statements without supporting narrative are not acceptable and will not be considered as satisfying the requirements of this RFP or the stated evaluation criteria. The burden of providing thorough and complete information remains with the offeror.
NON-COST FACTORS
Proposal shall consist of the information specified for each evaluation factor listed below.
FACTOR A: CORPORATE EXPERIENCE (GATE CRITERIA)
Offerors (prime only) shall submit reference information on three (3) of the most current and relevant Government contracts relevant to this RFP. Offerors shall submit data on current contracts performed by the offeror for efforts relevant to the requirements of this RFP. Current is defined as a contract performed within the last five (5) years from the date of solicitation issuance. All experience contained in the reference will be considered so long as any portion of the reference contract is considered current. Relevant is defined as a contract with an invoiced amount equal to or exceeding $75 million (prime contractor) for efforts that require the production and delivery of integrated C5ISR systems, networks, and support equipment for programs and platforms similar to those stated in the RFP. At least one (1) previous contract reference shall have been performed by the offeror as the prime contractor; the remaining two (2) contract references may have been performed by the offeror as the prime or subcontractor.
This information shall be provided by the submission of the Reference Information Sheet – Contract Specific Data Form, (Attachment 1) for each contract reference. A single contract reference shall not be submitted for Blanket Purchase Agreement or Indefinite Delivery contracts such as the General Services Administration (GSA) Federal Supply Schedule, Government-Wide Acquisition Contracts (GWACs), or DoD-wide and Enterprise-wide contracts (Seaport, NETCENTS, ITES, ENCORE, etc.). Instead, an individual order which meets the definition of “current and relevant” shall be submitted as one contract reference. Additionally, within the contract reference submission limitations as stated above, offerors may submit multiple orders under a single Indefinite Delivery contract in order to meet the $75M (invoiced) relevancy threshold. Offerors shall demonstrate the orders are for efforts that require the production and delivery of integrated C5ISR systems, networks, and support equipment for programs and platforms similar to those stated in the RFP. Offerors shall also demonstrate the orders meet the recency requirement stated above.
For each contract cited on Attachment 1, line 6 requires the contract type and total contract amount (ceiling), and the final amount invoiced or amount invoiced to date. The combined invoiced amount for each reference shall meet or exceed $75 million. CAUTION: Although a total contract amount may meet the relevancy requirement of $75 million stated above for line 6, if the invoiced amount does not meet or exceed $75 million, no credit will be given for that contract.
Contract reference information for any company, division, subsidiary, etc., that is not the prime contractor will not be considered. The prime contractor is considered to be the organization that signs and submits the proposal. The Government must be ensured that the prime contractor will be the organization performing the work. CAUTION: It is important to this evaluation that the contract reference(s) submitted represent the technical capability/experience of the same companies that are proposed to perform this effort. Therefore, the Government will be comparing the company name(s) and CAGE code(s) cited on the submitted contract reference(s) against the company name(s) and CAGE code(s) cited within the proposal. In cases where there is any variance between the actual company name(s) or CAGE code(s) cited on the submitted contract reference(s) and the company name(s) or CAGE code(s) identified within the proposal, the prime contractor shall provide rationale that clearly identifies the correlation and/or association of the company(s) and explain how the resources associated with the cited contract reference(s) are proposed for this effort. Specific to small businesses’ that have submitted a contract reference for work performed as part of a joint venture, the small business shall submit the information required by 13 CFR 125.11(b)(i). This information and rationale is to be provided in the Contract Reference Rationale submission. The Government will review the rationale and determine if clear correlation and/or association can be made between the company name(s) cited on the submitted contract reference(s) and the proposal. In cases where such clear correlation and/or association cannot be made, and/or it is not clear whether the resources associated with the cited contract reference(s) are proposed to perform this effort, the contract reference(s) will not be considered.
PAGE LIMITATIONS: The page limitation for Factor A is 5 pages per contract reference (not inclusive of the Contract Specific Data Form).
FACTOR B: TECHNICAL APPROACH
Subfactor B1: Project Management Plan
Using the attached CAEI Project Management Plan template (Attachment 6), the offeror shall outline their execution plan and detail the process and procedures they will use in order to satisfy the sample requirements to include the production and delivery of 1) a CSRR Pre, Commissioned, Unit (PCU) Kit and 2) Network on the Move (NOTM) Ultra Light Tactical Vehicle (ULTV) Procurement, production and integration. The sample delivery order requirements are outlined in the attached PWS’ (Attachment 4 and Attachment 5) and Technical Data Packages (Attachments X and X). Within the attached resource plan (Attachment X), the offeror shall include the labor categories and associated hours necessary to satisfy each of the sample orders. The resource plan shall be aligned with the Work Breakdown Structure (WBS) identified in the attachment and include roles/responsibilities for each proposed labor category under the appropriate WBS section. The labor information provided in Factor B shall not include cost/price information.
In a separate narrative, the offeror shall demonstrate the utilization of a contractor (current or planned) facility to execute the sample tasks that meets the following minimum requirements:
- Environmentally controlled
- Access controlled and physically controlled
- Shipping and receiving capability
- Adequate production floor space
In addition to the template (Attachment 6) and resource plan (Attachment X), the offeror may also provide supplemental plan and process information (i.e. innovative approaches/methods to improve cost or quality, etc.) that is necessary to fully demonstrate the offeror’s technical approach for the sample delivery order requirements.
The offeror shall ensure that the facility narrative and supplemental plan and process information (if applicable) are referenced as attachments or exhibits within the project management plan submitted by the offeror to the Government in response to the Factor B requirements.
Subfactor B2: Operations Management Plan
At any given time during the life of the contract, the contractor will be responsible for the concurrent production of between approximately 20 and 30 different integrated C5ISR systems; each in different production phases and of varying complexities. Systems will span the entire C5ISR spectrum with installations on shipboard, land-based, and shore based systems. The offeror shall submit a written operations management plan that describes the offeror’s approach to producing and delivering C5ISR systems under this contract.
At a minimum, the operations management plan shall include:
- The proposed organizational and staffing structure;
- Details on how personnel will be allocated across concurrent production requirements throughout the contractual period;
- Team Composition (i.e. prime and subcontractor roles and responsibilities);
- Demonstration of the team’s approach to respond to emergent surge requirement in production demand, to include the possibility of OCONUS C5ISR production, (i.e. allocation of resources, workforce management, cross utilization of personnel, etc.);
- Explanation of processes for production and quality planning, test plans/procedures, contractor-site facility management, supply chain management, and long lead time management;
The consolidated page limitation for Factor B (Subfactors B1 and B2) is 90 total pages (exclusive of resource plan (Attachment X)). The offeror may deviate from the font and page size requirements of Provision L 317 (b) ONLY for the submission of an Integrated Master Schedule and/or Work Breakdown Structure submitted with the offeror’s project management plan.
FACTOR C: SMALL BUSINESS PARTICIPATION
All prime offerors (Large AND Small businesses) shall submit a Small Business* Participation Plan. Small business primes are to include their own planned effort.
The subcontracting plan, which is only required from large businesses, is a separate requirement and is in addition to the information required to evaluate this factor.
Small Business includes Small Businesses, Small Disadvantaged Businesses, Women-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and Historically Underutilized Business Zone (HUBZone) Small Businesses.
In order for the Government to accomplish this evaluation, offerors shall provide the information requested in the “Small Business Participation Data Form,” Attachment 2, of this solicitation.
PAGE LIMITATIONS: Small Business Participation Information for the Proposed Contract Effort is limited to 5 pages (inclusive of the form).
FACTOR D: PAST PERFORMANCE
(a) Offerors are only to provide past performance information for each contract reference cited under Factor A. If the offeror’s past performance assessment is located in Contractor Performance Assessment Reporting System (CPARS), then it is not necessary for a Past Performance Questionnaire to be submitted. If CPARS evaluations are unavailable, the offeror shall ensure that the Government points of contact in the Relevant Experience Form submitted with Factor A are current, accurate, and complete. Offerors shall submit one (1) Past Performance Questionnaire (PPQ) (Attachment 3) per recent contract, directly to Technical Point of Contact (TPOC) listed in the Relevant Experience Form. Offerors should e-mail the completed survey form NOT LATER THAN THE CLOSING DATE AND TIME FOR RECEIPT OF PROPOSALS UNDER THIS SOLICITATION to adam.w.christopher4.civ@us.navy.mil. Offerors shall provide Attachment 3 - Past Performance Questionnaire Cover Sheet for each cited contract (as applicable).
If the contract reference is an Indefinite Delivery contract for which CPAR records were not completed at the contract level but were completed on individual task orders, the offeror is required to identify the task orders used to satisfy the requirements of Factor A in Attachment 1, and provide past performance information for each task order as described above.
The Government may consider questionnaires received after the closing date and time for receipt of proposals under the solicitation. The Government reserves the right to contact references for verification or information.
Offerors are cautioned that past performance records located in CPARS are archived (and irretrievable) after 3 years.
In such cases, offerors shall provide a copy of the CPAR record (including a Government and Contracting Point of Contact).
If the prime performed as a subcontractor on a Government contract and submits a past performance reference for that contract, the past performance questionnaire should be completed by a Government representative (COR on contract). If a Government representative is not available, the questionnaire may be completed by the prime contractor.
(b) The Government does not assume the duty to search for data to cure the problems it finds in the information provided by the offeror. The burden of providing thorough and complete past performance information remains with the offeror.
(c) Offerors that have no record of past performance (i.e., new businesses) must submit a signed and dated statement to that effect.
PRICE FACTOR
FACTOR E: PRICE
Prices proposed for the sample tasks (CSRR and NOTM) will be utilized to compute a total evaluated price. A price reasonableness determination will be made on the total evaluated price using price analysis in accordance with FAR 15.404-1. If the Government determines that adequate price competition was not obtained and/or if the total evaluated price cannot be deemed fair and reasonable, the Government reserves the right to request cost or pricing data and to evaluate such data utilizing the proposal analysis techniques delineated in the FAR 15.404-1 as deemed appropriate. If adequate competition does not exist (i.e. single responsible offeror) and none of the exceptions in FAR 15.403-2(b) apply, this requested data will be required to be certified by the offeror in accordance with FAR 15.403-3(a).
Proposal information included in this volume which is not directly related to Price will be disregarded.
OTHER PROPOSAL REQUIREMENTS
The offeror’s proposal should also consist of the following:
(1) Cover Letter
(2) Signed and completed Standard Form 33 and Standard Form 30 (if applicable);
(3) All representations and certifications executed as required by Section K for prime offerors (System for Award Management (SAM) will be used to obtain FAR representations and certifications).
Completion of annual representations and certifications via SAM is a requirement of solicitation provision 52.204-8, but it is not a sufficient response to Section K of the solicitation. All representations and certifications included in Section K must be completed, including those which require completion and signature even for a negative response.
(4) Subcontracting and/or Teaming Arrangement agreement(s) (if applicable);
(5) Small Business Subcontracting Plan (only required from the prime large businesses- see paragraph below);
(6) Prime/Subcontractor Teaming Disclosure Information (if applicable). Reference L-317(c) General Information;
(7) Contract Reference Rationale (if applicable) Ref L-317 Factor A;
(8) If the offeror is proposing as a Joint Venture, the offeror shall be compliant with the Small Business
Administration development program (if applicable). Additionally, the following information should be provided: (a) clearly explain the organization and construct of the Joint Venture (populated or unpopulated), (b) the relationship between the members of the Joint Venture, (c) the Small Business Administration’s approval of the Joint Venture, (d) state if the Joint Venture is registered in the System for Award Management (SAM). In addition, all Joint Ventures must comply with 13 CFR 121.103.
SMALL BUSINESS SUBCONTRACTING PLAN (if required)
In accordance with FAR 19.109, large business prime offerors shall submit a “Small Business Subcontracting Plan” with the proposal. A subcontracting plan is not required from small business concerns. A copy of the current approved Master Plan with individual goals for this procurement, or an Individual Contract Plan with individual goals for this procurement shall be submitted as part of the Price Proposal for approval. The plan shall be submitted in accordance with the FAR 52.219-9 “Small Business Subcontracting Plan” clause and its Alternate II which outlines the information to be contained in the plan (i.e., separate goals for Small Business, HUBZone Small Business, Small Disadvantaged Business, Women-Owned Small Business, Veteran-Owned Small Business, and Service-Disabled Veteran-Owned Small Businesses set forth for the base and each option year, etc.). If an offeror is a participant in the Test Program for Negotiation of Comprehensive Small Business Subcontracting Plans, submit a copy of your participant letter that identifies your effective date of participation.
