5.1 Criterion 1 Specialized Experience (SF330 Part 1 Section F)
Submission requirements
Provide a maximum of five (5) projects completed (project completion to be defined below) within the past seven (7) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above. Relevant projects will be those that meet three (3) types of Specialized Experience elements. Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered. If more than the maximum number of projects is submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted.
Project Completion Date Notes
Date of project completion is defined as –
1) For Full Design Projects, date of project completion is the date of final signed sealed plans & specifications to client.
2) For DB RFP Preparation, date of project completion is the date of final RFP documents submission.
Project Completion Date Notes
Date of project completion is defined as –
3) For DB RFP representing Contractor as DOR, date of project completion is the date of final design acceptance to client.
4) For Design Development/DD1391 and Studies/Investigations, date of project completion is the date of final submission of design development/DD1391 and/or report.
5) A project may not be considered, if insufficient information is provided to clearly show the date of completion.
All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member (Offeror) proposed to manage and perform work under this contract.
Projects performed by proposed subcontractors and submitted under this Criterion as experience will not be considered. Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the DUNS number along with each firm name in the SF330 Part I, Section F, block 25, “Firm Name” include a contract number or project identification number in block 21. Include an e- mail address and phone number for the point of contact in block 23(c).
In block 24, include in the project description the contract period of performance, date of project completion (MM/DD/YEAR), award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above.
If the contractor served as a subcontractor on a project, indicate the value of the work that firm provided towards the performance of the overall project. If a project was performed by a joint venture, and not all joint venture partners are on the team proposed for this contract, the firm/team should specifically address the work performed by the joint venture partner offering/teaming on this contract.
For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.
Likewise, if the firm/team member worked as a subcontractor on a project, the description should clearly describe the work actually performed by the firm/team member proposed for this contract and the roles and responsibilities of each on the project, rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration. In block 25, clearly define professional service role in relationship to the owner.
Joint Venture Notes
1) If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects must be submitted for each joint venture partner, not to exceed a total of seven (7) projects overall.
2) If a project was performed by a joint venture, and all joint venture partners are not on the team proposed for this contract, the Offeror/team should specifically address the work performed by the joint venture partner offering/teaming on this contract.
3) Likewise, if the Offeror/team member worked as a subcontractor on a project, the description should clearly describe the work performed by the Offeror/team member and the roles and responsibilities of each on the project, rather than the work performed on the project.
4) If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project will be eliminated from consideration.
Projects shall be submitted on the SF330 at Part I, Section F and shall be completed projects. Projects not completed will be excluded from evaluation consideration. For submittal purposes, a task order on an
IDIQ contract is considered a project, as is a stand-alone contract award.
Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.
All information for Criterion 1 should be submitted in the SF330, Part I, Section F. The
Government WILL NOT consider information submitted in addition to Part I, Section F in the evaluation of Criterion 1.

Requirement and
Joint
Venture
Notes Table
Criterion 1 submission requirements calls for a maximum of five (5) projects to be submitted.
The Joint Venture Notes table, item 1 that discusses project submission requirements for
Joint Ventures ends with "...not to exceed a total of seven (7) projects overall." Will
NAVFAC confirm that JV Offerors are only allowed to provide a maximum of five (5) projects?
This is confirmed. A maximum of five (5) projects will be considered from any offeror.
Change provided in Amendment
0001.
17 5.1
Joint
Venture
Notes Table
Item 1. lists "If the firm is a joint venture...projects must be submitted for each joint venture partner..." Please clarify if
"projects" means a minimum of 2 projects. If it is a minimum of 2 projects, and the maximum number of projects is five (see previous question) as stated in the submission requirements section, how would a tri-venture satisfy this requirement?
"Projects" does not mean a minimum of 2 projects for each joint venture partner. "Submit projects from each joint venture partner" means that a project must be submitted for each joint venture partner in order for this
Criterion to have been met. The wording of the synopsis has been revised in Amendment 0001 to reflect the clarification.
17 5.1 1
"For submittal purposes, a task order on an
IDIQ contract is considered a project, as is a stand-alone contract award." Will NAVFAC accept projects involving multiple phases of the same project (i.e., PDA, Design, PCAS) awarded across different task orders, as a single project?
A single project executed across multiple task orders should be submitted as a single project.
17 5.2 1
"Failure to provide a balanced workforce in the disciplines required to satisfy the requirements of the scope listed above will result in the firm being considered not qualified." Will NAVFAC provide further explanation to define what is meant by/what elements are required in a "balanced workforce"?
This sentence has been deleted from the synopsis. Change provided in Amendment 0001.
18 5.2 1
"Firm must state that key personnel, including sub- consultants, hold a valid a security clearance, and at what level." Will NAVFAC consider modifying this language to "Firm must state that key personnel, including subconsultants, are US citizens and able to obtain security clearances" (similar to the language on page 12 in "4.6 Security
Clearances")?
The synopsis has been changed to reflect what is stated in section
4.6. Change provided in
Amendment 0001.
18 5.2 1
"Provide resumes for all proposed key personnel that illustrate qualifications and experience in the work submitted for Criteria
1." Will NAVFAC confirm that resumes may include a maximum of five (5) projects, including projects provided in Criterion 1 and other relevant projects that are not included in
Section F?
There is no limit on the number of projects that may be included on a resume. The only limitations are that resumes must be limited to one (1) page each, and that experience cited must be within the past ten (10) years.
20 5.5 1
"A maximum of five (5) pages (one-sided) is allowed for Criterion 5 response." Since
Criterion 5 requires discussion of three (3) different topics (Program Management, Capacity, and Firm Location), will NAVFAC consider increasing the maximum pages for this criterion to 10 pages, and increasing the overall page count for Part I to 80 pages?
A maximum of five (5) pages
(one-sided) is allowed for
Criterion 5 response.
23 6 1
"A&E firms desiring to be considered for this contract must submit a completed SF330 package by mail via the carrier of their choice." Will NAVFAC confirm that all
SF330 responses are required to be submitted as electronic via PIEE only, and modify the language to read "A&E firms desiring to be considered for this contract must submit a completed SF330 package in PDF format via
PIEE."?
Confirmed. A mailed submission is not required and submissions shall be submitted electronically via PIEE only. Change is provided in Amendment 0001.
23 6 1
“In addition, the page limit does not include cover sheets or dividers, (provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm).” Will NAVFAC confirm that covers/tabs/dividers with project photos and captions is acceptable and will not impact page count (i.e., these pages would still be excluded from the page count)?
Cover tabs and dividers will be excluded from the page count.
Tabs and dividers within the submission that contain photos and captions should be clearly marked as tabs and dividers in order to avoid confusion. The tabs and dividers with photos and captions will not be reviewed by the selection board.

Disciplines 1 through 10, are noted as plural, implying that multiple resumes per disciplines must be provided. Due to the overall page limit, please confirm if multiple resumes for each discipline listed in the table are required, and if there is a maximum number of resumes that can be provided.

Section H. Is NAVFAC asking Offerors to only submit a Section E resume for Quality
Control Specialists (interpreted as other key personnel who will be involved in the quality control program and report to the Quality
Control Manager) and exclude a resume for the Quality Control Manager, or would
NAVFAC like Offerors to submit a resume for the Quality Control Manager in Section E
(excluding resumes for Quality Control
Specialists)?
It is expected that offeror's will submit resumes for their proposed
Quality Control Manager.
